    Description

    SCOPE OF WORK / DELIVERABLES:

     In order to meet the requirements of TC 621 (2nd Edition), the Canadian Coast Guard (CCG) wishes to modernize its facilities and replace the lighting system present in its telecommunications towers with a new LED Monitoring system.
    The work included in the specifications consist of replacing the existing day and night lighting system with a new LED lighting system at two (2) Canadian Coast Guard (CCG) telecommunications sites, including three (3) infrastructures (listed in Annex A) and the supply and installation of new safety rail in the structures.

    Specifically, the mandate is summarized as follows, but is not limited to:

    • Provide labor, transportation, accommodation, handling, materials, hardware, accessories, equipment and tools required to carry out the work in accordance with the requirements of this specification;
    • Dismantling of cables, junction boxes, existing marker lights to be replaced, and other parts of the system that are no longer required, including off-site transportation of all materials and equipment;
    • Supply and installation of the new LED lighting system including cables, junction boxes, way lights, control panels and other equipment required for proper operation of the system. (See details in Section 16500 and Appendix A);
    • When required, make the trenches necessary to install the cables and put the land in good condition. (See section 16106 and Appendix A for details)
    • When required, supply and installation of a galvanized steel windscreen to protect the midway lights and the control panels at the bottom of the pylons. The windshield must be of the width of the pylon and secured to the structure using four (4) U-bolts.
    • Dismantling and arrangement of the existing safety rail in the pylons and the complete supply and installation of new aluminum Trylon safety rail (use with the Cougar 3.0 Trolley w / Karibiner) Follow the manufacturer's recommendations. (See Annex A for the structures concerned.)

    The cost of snow removal if required between the road and the pylons will be borne by the Contractor and must be included in the tender if necessary.

    PHOTOGRAPHS

    The Contractor shall take and deliver color photos to the CCG at each stage of the work, including photographs of installed lanterns. A minimum of five (5) photos per pylon shall be provided to the CCG representative prior to final acceptance of the work.

    The photos must be delivered electronically. Each photo must be identified in the following manner: name of the site, name of the infrastructure, date taken.

    LOCATION AND ACCESS TO SITES

    • Site access and latitude / longitude coordinates (in NAD'83) are listed in Appendix A herein.
    • All sites are accessible by road.
    • No site visit will be organized by the CCG during the tender. However, it is possible for all bidders to visit the premises in order to better prepare their bid submission.
