    Fisheries and Oceans Canada (DFO) invites tenders from Bidders to provide the construction services described in this Invitation to Tender (ITT) as below.

      The onus is on the bidder to ensure that the bid is delivered on time to the location designated.

      Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

       

      SCOPE OF WORK / DELIVERABLES:

      Work under this Contract comprises supplying all labour, materials and equipment necessary and incidental for the refurbishment to the exterior paint of the lighthouse.

      In general, work under this contract consists of, but will not necessary be limited to, the following:

    1. Mobilization and Demobilization

    2. Demolition

    3. Design, supply and installation of a new tower foundation

    4. Design, supply and installation of a new 80ft self-supported tower

    5. Design, supply and installation of antennas and lighting system

    6. Design, supply and installation of new grounding system

      MANDATORY CRITERIA

      The tender must meet the mandatory criteria specified below. The Bidder must provide the necessary documentation to support compliance with this requirement. 

      Tenders which fail to meet all of the mandatory criteria will be declared non-responsive and their tender price will be rejected. Each mandatory technical criterion should be addressed separately.

    FAMILIARIZATION WITH SITE :

    An optional pre-tender meeting will be held on October 23rd, 2017 at 1:00 pm (Pacific) at the Victoria Coast Guard Base where a large scale aerial photograph will be available

    EXPECTED START AND COMPLETION DATES:

    Start Date: Upon contract award

    Completion Date: March 31, 2018

     

    SECURITY REQUIREMENTS:

    MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

      Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

       

      QUESTION AND ANSWER PERIOD:

      Bidders should note that all questions regarding this Invitation to Tender are to be submitted ONLY in writing by email, no later than Thursday, October 24th, 2017, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

      Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
