Fixed Two (2) Camera Mobile – Automated License Plate Recognition Systems – RCMP Traffic Services, Winnipeg, Manitoba.

Description:

The Royal Canadian Mounted Police (RCMP) “D” Division (Manitoba) Traffic Services, located at 1091 Portage Avenue, Winnipeg (Manitoba) R3G 0S6, is requesting the purchase of Six (6), Fixed Two (2) Camera Mobile Automated License Plate Recognition (ALPR), Hardware units & Software systems, with Options for up to an additional Twelve (12) units & systems, from date of contract award to March 31, 2020.

The cost of hardware and software, as well as hardware warranty, software maintenance and software upgrades for one (1) year, are to be included in the initial purchase, with options for an additional three (3) – one (1) year periods.

The cost of training in the ALPR Hardware and Software Systems Installation, and training in the use of the ALPR back office software and user software, is to identified in the Basis of Payment, along with a proposed delivery of training services date, from date of receipt of order.

Up to Twelve (12) optional units & systems will require the same goods/services as the initial purchase, with the exception of the installation training, which will not be required.

Delivery Date:

For the initial order:

• all the deliverables must be received on or before March 29, 2018.

For the option orders:

• all of the deliverables must be made within six weeks from receipt of order.

Security:

Facility Access 2 Clearance (FA-2 Operational Site Access Zone, with Escort Required) for trades work (Hardware installation and Software training) as required, and as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).

Evaluation Procedures:

Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.

Basis of selection:

A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated fixed price, will be recommended for award of a contract.

Requirements are in accordance with the Statements of Work in Annex A, and the Mandatory Technical Criteria detailed in the Annex B of the Invitation to Tender (ITT) document.

Bid Receiving:

Ensure that the Bidder's Individual and/or Company name, return address, the bid solicitation number, and bid solicitation closing date and time are clearly visible on the envelope or the parcel(s) containing the bid. Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
