Notice of Proposed Procurement (NPP) for Privileged Account Management (PAM)
This bid solicitation cancels and supersedes previous bid solicitation number R000013251/A dated January 8, 2018 with a closing of February 23, 2018 at 2:00 PM.
This Request for Proposal (RFP) is being issued re-tendered to procure, among other things, a Commercial-off-the-Shelf (COTS) solution with the infrastructure capabilities to provide full Privilege Account Management (PAM) capabilities within SSC and allow SSC to offer it to its clients, as part of SSC’s Administrative Access Controls Service (AACS) project.
This bid solicitation is being issued by SSC. The resulting contract will be used by SSC to provide shared services to one or more of its clients, including SSC itself, those government institutions for whom SSC’s services are mandatory from time to time, and those other organizations for whom SSC’s services are optional and that choose to use those services from time to time.
It is intended to result in the award of one contract for 5 years, plus 5 one-year irrevocable options allowing Canada to extend the term of the contract.
The selection of the bid to be recommended for contract award will be based on the highest compliant combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price.
Canada has invoked the National Security Exception in respect of this requirement and, as a result, none of the trade agreements apply to this procurement.
