REQUIREMENT
Canada is seeking innovative solutions (“Solution”) to enable the propagation of business and data events across the Government of Canada ecosystem and with other government and industry partners in real time. The Solution must provide an Event Broker capability and support ubiquitous asynchronous messaging across connected systems. Proposed Solutions should also be able to integrate with the rest of the Government of Canada’s integration capabilities (e.g., Enterprise Service Bus (ESB), Application Programming Interface (API) registry, API marketplace, developer portal, identity provider, and token server) through APIs and industry standard protocols.
This project process involves five stages, which include the solicitation, followed by prototype development, optional deployment of the solution, and optional provision of operation and maintenance services at later stages all as further described in this solicitation.
Any resulting contract will also include an option for Shared Services Canada (SSC) to deploy the service to other SSC Clients.
SECURITY REQUIREMENT
There is security requirements (level reliability status) associated with Stage 4: Implementation.
SET-ASIDES
This requirement includes Set-Asides for Small and Medium Enterprises (SME) and under-represented groups. Further information on the Set-Asides is described within the Challenge-Based Solicitation document.
The definition of SME and under-represented group with respect to this process are contained within the Challenge-Based Solicitation document.
BIDDER’S WEBINAR
There will be one French and one English-language optional bidders’ webinar associated with this requirement. Information concerning the date, time and registration instructions for the bidder’s webinars are described at section 2.5 Bidder’s Webinars within the Challenge-Based Solicitation document.
TRADE AGREEMENTS
Canada has invoked the National Security Exception for all purposes with respect of this requirement and, as a result, none of disciplines of the trade agreements apply to this procurement.
Even if the disciplines of the trade agreements applied to this solicitation, this Challenge-Based Solicitation involves the procurement of a prototype for original development and testing and is subject to an exception under Canada’s various trade agreements.
BID SUBMISSION
All bidders must attempt to submit their proposals by email in accordance with section 3.2.1 Electronic Submission of Proposals by Email by Solicitation Closing to the email address identified on the cover page of the Challenge-Based Solicitation document as the “Email Address for Submitting your Bid by Solicitation Closing”.
LANGUAGE
Documents may be submitted in either official language of Canada.
NEGOTIATIONS
The Crown retains the right to negotiate with suppliers on any procurement.
