    REQUIREMENT

    PSPC has a requirement for third party professional services advice in support of marine sector insurance, and more specifically to ship design and construction. The professional advisory services are required to support Canada in understanding the application, cost and benefit implications of commercial insurance portfolios, which are comprised of various types of insurance to mitigate associated risks. The Contractor will be required, on an as-and-when requested basis, to provide Canada with third party professional advice on a variety of subjects relating to marine sector insurance, including all insurance matters relating to the design and construction of ships. 

    The scope of this requirement is currently for the Department of Defence (Navy) Large Combat Ship Construction Projects. However, it is possible that the professional services for design, construction and ongoing services in support of marine sector insurance may also be required by Canada’s Large Non-Combat Ship Construction Projects, as well as other marine-related projects. Canada will therefore require any potential contractor to provide Canada with an irrevocable option to extend the same services to the Large Non-Combat Ship Construction Projects, and other marine-related projects. The irrevocable option is to be exercised at Canada’s discretion at any point during the Contract period and any exercised option periods.

    The provision of advice, or support, for the following are specifically excluded from the scope of work of this requirement:

    a) Insurance Brokerage services to procure and maintain insurance;

    b) Quantitative risk assessments; and

    c) Claim Adjustment and/or Claim Administration.

    For further information on the requirement, Bidders are directed to the solicitation document: Part 1, Paragraph 1.2 (Statement of Work); Part 7, Paragraph 7.1 (Statement of Work) and Paragraph 7.4; and Annex A – Statement of Work.

    Security Requirement:

    There is a security requirement associated with the scope of work. For additional information, Bidders are directed to Part 1, Paragraph 1.1 and Part 7, Paragraph 7.3 of the Solicitation document.

    Constraints:

    The successful Bidder must:

    a) comply with the Conflict of Interest Management Requirements, specified in Part 7, Paragraph 7.16 titled “Conflict of Interest Management requirements” of the solicitation document.

    b) complete and sign a Non-Disclosure Agreement. For additional information, Bidders are directed to Part 7, Paragraph 7.17 of the solicitation and Annex D attached to the solicitation document.

    DURATION OF RESULTING Contract:

    3 Years from date of contract award, plus options to extend the period of services for up to an additional 5 years, to be exercised at Canada’s discretion.
