Within the framework of its operations at the John H. Chapman Space Center in Saint-Hubert (Quebec), the Canadian Space Agency (CSA) wishes to request proposals for the operation of the food services. The supplier’s services are intended for CSA employees and guests only, approximately 1,120 people.
The Space Centre has a well-equipped kitchen, to be used to produce all of the services offered, and a cafeteria-style counter, which the supplier shall operate in the main dining room.
The services offered include, but are not limited to:
- purchase and pay for required food;
- receive goods (the kitchen has its own goods receiving and facilities for temporary storage and collection of waste and recyclable and compostable materials (See also Section 3.1.19)
- store food (refrigerated and dry storage)
- prepare and cook food
- salad bar and cafeteria counter service
- wash dishes, pots and trays
- household maintenance of salad bar, cafeteria counter, production equipment, the kitchen (including storage, preparation and cooking areas) and areas for receiving goods, storing and collecting waste, including the external part of the shipping and receiving dock
- operate cash registers in the main dining room
- maintain microwave ovens provided for CSA staff near the dining room
- storage and operation of vending machines
- catering service for on-site events
- any other activity considered necessary to the proper operation of food services
The Space Centre has a Conference Centre that can accommodate up to 300 people and a number of meeting rooms. It is used for meetings, which are sometimes international in scope. The supplier may be asked to submit a service proposal, in situations where meals or receptions are planned.
The supplier shall provide service at the CSA gift shop and ensure the availability of CSA promotional items (bearing the Agency’s logos and signature) so that CSA staff and visitors can purchase souvenirs.
In order to allow the examination of the facilities and the equipment, and to facilitate the comprehension of the requirements of this RFP, a mandatory visit of the bidders will take place on January 9th at 3:00 p.m. EST. You are requested to provide to the contracting authority at least 24 hours before the visit the names of the representatives of your firm who will attend the visit. It is important to understand that the presence to this mandatory visit will be a condition of acceptance of your proposal.
Note: A paper copy of Appendix B of the Request for Proposals will be distributed at the bidders visit.

This amendment follows the bidders' visit held on January 9, 2020 at 3:00 p.m. at the Canadian Space Agency premises in Saint-Hubert and confirms the clarifications made during the question period.
