    Description of the Requirement:

    The Department of National Defence (DND) has a requirement for a Business Process Consultant to conduct a review of the Department’s existing management practices, processes and activities, with a view of articulating the Department’s management roadmap. Alongside this review, the Business Process Consultant will develop high level maps of targeted financial management processes in support of the CFO’s functional authority. This is to consider Drivers for change, improved Defence Funding Model, Management and Control imperatives and improvements and finally the accounting and reporting elements necessary for openness and transparent government. 

    The objective of this process is to:

    1. Fully articulate the “as-is” state of the Department’s management by inventorying existing processes;

    2. Provide improved business intelligence as to how well it works;

    3. Provide a view of the interdependencies and best practices across the Department; and

    Identify opportunities for improvement through process efficiencies and alignment.

    The Business Process Consultant will take stock of the current state at DND s and identify strengths and weaknesses, together with recommendations in terms of actions / adjustments which will deliver improvements that may be necessary or desirable. In due course, the Business Process Consultant will develop a gap analysis and preliminary recommendations in collaboration with internal and external stakeholders.
