    CHALLENGE-BASED STANDING OFFER SOLICITATION – CLOUD-BASED SECURITY SERVICES (CSS)

    NOTICE TO OFFERORS

    This Challenge-Based Standing Offer Solicitation No. CSS0924221B, is a follow-up to the Challenge-Based Standing Offer Solicitation (CBSOS) No. CSS0924221A, dated September 24, 2021, with a closing date of January 30, 2022, at 15:00 EDT. 

    This CBSOS process is currently at Stage 4 - Invitation to Qualify Solutions.

    Based on findings from the ItR - Wave 1, under the CBSOS No. CSS0924221A, Canada has decided to invite Software Publisher and Original Equipment Manufacturer Offerors to qualify their Solutions. (See paragraph 1.4 Stage 4 of the CBSOS).

    After meeting with industry, and internal discussion, we are posting an Amendment to our CBSOS (No. 4) which includes our Final Pre-Screening process document. As previously mentioned, the purpose of the pre-screening process is to qualify CSS Solutions against a set of mandatory and rated evaluation criteria, Canada will “rank” Solutions as part of this pre-screening process. One of the highest-ranking Solutions will be a “set-aside” to a Small and Medium Enterprise.

    UPDATE – TUESDAY, MARCH 15th, 2022.

    As mentioned, we are currently at Stage 4 - Invitation to Qualify Solutions. On March 4, 2022, SSC published the CBSOS Solicitation No. CSS0924221B, as a follow-up to the CBSOS No. CSS092421A. Based on findings from the ItR - Wave 1, under the CBSOS No. CSS092421A, Canada has decided to invite Software Publisher and Original Equipment Manufacturer Offerors to qualify their Solutions, via a “pre-screening process”. The next step in this CBSOS procurement, is to qualify Solutions, via this pre-screening process.

    The purpose of the pre-screening process is to qualify CSS Solutions against a set of mandatory and rated evaluation criteria, Canada will “rank” Solutions as part of this pre-screening process. One of the highest-ranking Solutions will be a “set-aside” to a Small and Medium Enterprise.

    OEM: Pre-Selection Questionnaire

    Canada is seeking feedback from Industry on the pre-screening process. Canada has included a Pre-Selection Questionnaire designed to contribute to the improvement of the attached Draft for Consultation, Cloud-based Security Services (CSS) Solution Pre-Screening Process, prior to releasing the final version. Canada would like to receive the completed questionnaires by Friday, March 18th, 2022 at 15:00 EDT.

    PROBLEM STATEMENT

    Canada lacks an enterprise cloud-based security solution that provides the ability to deliver a consistent user experience from any device, any location, at any time.

    In certain cases, Canada lacks cost effective consistent security controls to protect Government of Canada (GC) data and assets to GC department remote sites and GC and Non-GC remote users, including SDAs (small department and agencies), when accessing the Internet, cloud-based SaaS, IaaS, and PaaS, and GC on-premise services. This results in lost productivity, high cost, lower user satisfaction and morale, increased cybersecurity risks, and inconsistent user experience.

    In order to solve the problem(s) Canada wishes to improve and optimize the ability to securely consume and deliver cloud-based services effectively, efficiently, and quickly.

    Refer to Attachment A - Statement of Challenge (SoC) for a detailed description of the preliminary SoC elements, including the Problem Statement, Challenges, Minimum Viable Requirements and Personas.

    PROCUREMENT PROCESS

    Agile Procurement Process 3.0 (APP3.0) is an innovative procurement framework to improve the ability of Shared Service Canada (SSC) to move quicker and produce better results. This Challenge-Based Standing Offer Solicitation is a pilot launched by SSC’s Centre of Expertise in Agile and Innovative Procurement (CoEAIP) and leverages the APP3.0 approach.

    SECURITY REQUIREMENT

    The security requirement associated with this procurement are outlined in the Challenge-Based Standing Offer Solicitation.
