    Background
    The Canadian Forces currently has fifty-one (51) military
    vehicles (quantities:  5 M113A2s, 28 M109s, 15 C1 Howitzers and
    3 Cougars) that are out of commission and have been declared
    surplus.  The objective is to remove the existing residual,
    unserviceable materiel and carry out specific work in order to
    convert each of these vehicles into a commemorative monument on
    an an-and-when-required basis.  Quantities: 15 Cougars, 12
    Howitzers and other vehicles like the Husky and Grizzly are also
    scheduled for conversion; however, none has been declared
    surplus at this time.
    This Letter of Interest (LOI) document provides the planned
    directions PWGSC expects to follow as outlined in the attached
    draft Statement of Work.
    Purpose of the Letter of Interest
    The purpose of this LETTER OF INTEREST (LOI) is to communicate
    the Canadian Forces (CF) requirements and solicit information
    and feedback from Industry regarding the possible conversion of
    Military Vehicles into Commemorative Monuments on an 
    "an-and-when-required basis".  The information may be used to
    support the Government of Canada's decision-making process such
    as finalizing its requirements and determining its procurement
    strategy.
    This is not a bid solicitation and no Contract will result
    directly from this LOI.  Potential  suppliers of any goods or
    services described in the LOI should neither reserve stock,
    facilities, nor allocate resources as a result of any
    information contained in this LOI.  Whether or not any potential
    supplier responds to this LOI will not preclude them from
    participating in any future procurement. 
    Participation in this LOI is not a condition or prerequisite for
    participation in any subsequent draft or final Request For
    Proposal (RFP). As a result of this LOI there will be no short
    listing of firms for the purposes of undertaking future work.
