    PRE-QUALIFICATION:
    
    Vetting procedures to be performed by the US Department of
    Defence (DoD) Trade Controls in Order to Access ITAR-Controlled
    Technical Data; and 
    
    Registration in the Canadian Controlled Goods Registration
    Program.
    
    BACKGROUND:
    
    The Canadian Forces currently has thirty-nine (39) military
    vehicles that are out of commission and have been declared
    surplus.  The objective is to remove the existing residual,
    unserviceable materiel and carry out specific work in order to
    convert each of these vehicles into commemorative monuments on
    an as-and-when-required basis.
    
    REQUIREMENT:
    
    On behalf of the Canadian Forces, Public Works and Government
    Services Canada (PWGSC) is implementing a pre-qualification
    process in order to establish a list of Contractors who would be
    invited to bid on this requirement.  These military vehicles are
    of U.S. Origin.  In order to access ITAR-Controlled Technical
    Data, the names of entities must be vetted through the U.S.
    Department of Defence Trade Controls (DDTC) and must also be
    registered in the Canadian Goods Registration Program (CGRP).  
    
    As such, PWGSC is seeking the names of potential bidders who
    have an interest in the conversion of Military Vehicles into
    Monuments.  To be pre-qualified, Respondents must:
    
    pass the US DoD vetting procedures.  It should be noted that
    once the names are submitted to the US DoD, the process can take
    up to three (3) months; and
    
    be registered in the Canadian Controlled Goods Registration
    Program (CGRP).  
    
    Only potential bidders who are successfully vetted by the US DoD
    and registered in the CGRP will be invited to bid in the
    Solicitation phase.
    
    CONSTRAINTS:
    
    The Contractor's facility, where the conversion will be
    performed, must be located within a 300-kilometer perimeter from
    the Longue-Pointe Military Base, 25 Canadian Forces Supply
    Depot, 6363 Notre-Dame Street East, Montréal, Québec to allow
    the Technical Authority (TA)  and the Quality Assurance
    Representative (QAR) regular access to the site where the work
    will be performed.  The relatively close proximity is also
    required to limit the risk of having Controlled Goods system on
    the road for a long period of time.
