    DESCRIPTION: PUBLICATION MANAGEMENT SERVICES PROVIDED UNDER
    REPAIR AND OVERHAUL CONTRACT
    
    This is a draft Request for Proposal (RFP) for provision of
    services related to the management of technical publications,
    the management of data and miscellaneous work related to the
    management of technical publications and data support to both
    hardcopy publications (including technical drawings) and an
    Integrated Electronic Technical Manual (IETM).  The publications
    (numbering approximately 1200) are related to Common Aircraft
    Equipment (CAE) utilized on several aircraft fleets; including
    but not limited to Aircraft Life Support Equipment (ALSE),
    Aircraft Maintenance Support Equipment (AMSE), and parachutes.  
    
    A more detailed description of the services to be provided are
    contained in the RFP; however, in general, the Contractor will
    perform amendments and maintain the technical publications in
    paper and/or electronic format, and as required for feeding into
    an existing IETM, as directed by DND. 
    
    Procurement Process and Contractor Selection
    
    A draft RFP is advertised on MERX and comments from Canadian
    Industry will be taken under consideration and, where
    appropriate, will be incorporated into the RFP. At this time,
    bid submissions are neither required or desired.  A final RFP
    will follow this Draft to solicit proposals. 
    
    Bidders must be a Canadian registered company. Program
    management work must be performed in Canada.  
    
    After receipt of proposals, selection of a contractor will
    follow standard bid evaluation processes. In this instance,
    "lowest price for a technically compliant bid" will be used for
    contractor selection. 
    
    Exemptions:
    
    This requirement is excluded from the World Trade Organization -
    Agreement on Government Procurement under Appendix 1, Annex 1,
    and Annex 4 with Notes to Annex 4 and; the North American Free
    Trade Agreement under Chapter 10, Annex 1001.1b-2, Section B,
    General Note 1.
    
    The Agreement on Internal Trade (AIT) applies for this
    procurement. 
    
    
    Provisions of the Comprehensive Land Claims Agreements do not
    apply to this procurement, as no goods/services are to be
    delivered/performed in a land claim settlement area.
