    LETTER OF INTEREST REGARDING THE ESTABLISHMENT OF NATIONAL MASTER SUPPLY ARRANGEMENTS FOR THE PROVISION OF MARKETING SERVICES FOR THE GOVERNMENT OF CANADA
    
    This is not a bid solicitation. Public Services and Procurement Canada (PSPC) is releasing this Letter of Interest (LOI) as a first step to inform all interested parties of the following potential procurement activity:
    
    The purpose of this LOI is to make Canadian industry aware that PSPC is seeking to establish a number of National Master Supply Arrangements (SAs) for the provision of marketing services.  Supply Arrangements allow for the creation of a list of pre-qualified suppliers under which Requests for Proposal (RFPs) are subsequently conducted. These SAs would be intended for use by any of Canada’s departments and agencies across Canada.
    
    PSPC is also considering establishing a stream for Aboriginal-owned businesses as part of the Procurement Strategy for Aboriginal Business.
    PSPC understands “marketing services” to have the following definition: the promotion of goods and services to a targeted audience to achieve a greater level of awareness and to get the audience to take action to achieve a goal or mission.
    
    Supply Arrangement holders could be asked to provide marketing strategy development and implementation for the following types of marketing services under a resulting RFP:
    
    • Programs, services and benefits marketing: to better inform and engage the audience, to help drive results in uptake and impact;
    • Social marketing: to effect change in attitudes and behaviours;
    • Engagement marketing: to promote engagements, consultations, events, etc.;
    • Experiential marketing: to market a product or a service through experiences that directly engage the audience;
    • Recruitment marketing: to find, attract and engage job seekers.
    
    The following services would be excluded from any SA resulting from this potential procurement activity:
    
    • Paid advertising services
    • Public opinion research
    • Video production services
    • Professional services
    
    PLANNED ENGAGEMENT ACTIVITIES
    
    PSPC is planning to solicit feedback from industry perspectives in the late spring and summer by employing one or more of the following possible methods:
    
    • A Request for Information (RFI) containing general questions about industry’s capacity and offered services
    • An RFI containing a draft of the proposed Statement of Work (SOW) for industry review
    • An industry day 
    • One-on-ones conducted with industry in person or via teleconference
    
    IMPORTANT NOTE TO INTERESTED SUPPLIERS
    
    Suppliers should note that this LOI is not a pre-selection process. There will be no short listing of firms for purposes of undertaking any future works, as a result of this LOI. The issuance of this LOI is not to be considered in any way as a commitment by Canada, or as authority for the respondent to undertake any work which could be charged to Canada, nor is this LOI to be considered a commitment to issue eventual RFSAs, RFPs or award eventual contracts in relation to these services.
    Canada shall not be bound by anything stated in this LOI. Canada reserves the right to change all or any parts of this LOI as deemed necessary.
