    The National Capital Commission (NCC) is creating two public spaces at LeBreton Flats, on the east and west corners of Booth Street and the Sir John A. Macdonald Parkway. The Department of Canadian Heritage (PCH) has designed the interpretive experience for these spaces. These two interim interpretive spaces at LeBreton Flats require a contractor to fabricate and install the interpretive elements, including panels and banners.
    
    The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
    
    4.1.1.1. Mandatory Technical Criteria 
    
    M1. Bidder Experience- Outdoor Exhibit
    
    M.1.a
    The Bidder must demonstrate that it has been contractually bound with one (1) external client* to provide fabrication and installation of an outdoor exhibit with a minimum of three (3) panels.
    
    The contract must have been completed after July 1, 2011.
    
    During the evaluation, no corporate experience gained through internal clients** will be accepted or reviewed.
    
    M.1.b The Bidder must submit a letter of reference from the identified Client for the contract listed. The letter must demonstrate the Client’s satisfaction with the services provided.
    
    M2. Experience of Firm - Indoor/Outdoor Exhibits
    
    The Bidder must demonstrate that it has been contractually bound with two (2) additional external clients* to provide fabrication and installation services for exhibits.
    
    The contracts must have been completed after July 1, 2011.
    
    The contracts may be for indoor or outdoor exhibits.
    
    The contract submitted to fulfill the requirement for M.1 will not be considered for M.2.
    
    During the evaluation, no corporate experience gained through internal clients** will be accepted or reviewed.
    
    The responsive bid with the lowest evaluated price will be recommended for award of a contract.
