DESCRIPTION OF REQUIREMENT

The Canada Revenue Agency (CRA) requires the services of a Contractor on an as-and-when basis to develop and implement immediate and long-term tactics including marketing strategies, partnerships, influencer marketing, and creative services. CRA’s marketing activities will align initiatives nationally as the need arises to support tax programs, benefits and tax law compliance. 

The CRA is responsible for administering tax programs, delivering economic and social benefits, and ensuring compliance with tax laws. In doing so, CRA targets various audiences such as individual tax filers (including ethnic and Indigenous peoples and newcomers to Canada), benefit recipients, businesses, intermediaries, charities and stakeholders.
Since the early 2000s, the CRA has undertaken national marketing campaigns, including but not limited to advertising, to support government priorities related to tax relief measures for individuals and for businesses. In addition, the CRA has undertaken campaigns related to introducing new CRA online services and encouraging their use, donor awareness related to charities, and the underground economy. To support the awareness and uptake of CRA’s tax programs and services, the Contractor will deliver the following marketing services:
• Marketing strategy and planning
• Creative services
• Partnerships
• Event-based marketing
• Influencer marketing
• Public relations


The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian services.

This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.

There is no security requirement associated with the requirement.

BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY

Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract(s) will belong to Canada, on the following grounds: 
- The main purpose of the Contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination.
- The Intellectual Property in Foreground Information consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software.
