    BECOME POTENTIAL SUPPLY ARRANGEMENT HOLDERS FOR THE ABOVE NOTED
    REQUIREMENT.
    
    IT IS IMPORTANT TO NOTE THAT SUPPLIERS WHO ARE CURRENTLY
    QUALIFIED ON THE SUPPLY ARRANGEMENT ARE NOT REQUIRED TO SUBMIT
    ANOTHER BID.
    
    This procurement has been set aside under the federal
    government's Procurement Strategy for Aboriginal Business
    (PSAB). In order to be considered, a supplier must certify that
    it qualifies as an Aboriginal business as defined under PSAB and
    that it will comply with all requirements of PSAB.
    
    Request for Supply Arrangement - Media Monitoring Services
    The purpose of this Request for Supply Arrangement (RFSA) is to
    initiate a competitive process leading to the selection of firms
    to enter into a Supply Arrangement with Public Works and
    Government Services Canada to provide a range Media Monitoring
    Services to meet the needs of Federal Government Departments and
    Agencies on an "as and when requested" basis.
    
    Supply Arrangements (SA) are non-binding agreements between
    PWGSC or other government departments (arranged on their behalf
    by PWGSC) and suppliers to provide a range of goods or services
    on an "as requested" basis. A Supply Arrangement is a method of
    supply where PWGSC, under the framework of the Arrangement, may
    solicit bids from a pool of prescreened vendors.
    
    The Supply Arrangement is refreshed annually to allow new
    suppliers to qualify and to allow existing SA holders to qualify
    for additional Service Categories.
    
    Supply Arrangements include a set of predetermined terms and
    conditions that will apply to any subsequent contracts. The
    Supply Arrangements will include ceiling rates applicable to
    resulting requirements, and allow PWGSC to negotiate the price
    downward based on the actual requirement or scope of work. 
    Background
    Media Monitoring is a critical function in the support of a
    department's effort to identify and track current and emerging
    public issues and trends as reported in the media. An integral
    part of media monitoring is performed through the monitoring of
    Canadian print and broadcast media and Internet and Social media
    sources.
    
    Objectives
    The purpose of this Request for Supply Arrangement is to seek
    the services of firms providing one or more of the following
    media monitoring services:
    
    1.	Monitoring of National, regional and local daily, weekly and
    community newspapers in Canadian provinces or territories for
    the provision of summaries and news articles;
    2.	Monitoring of Canadian ethnic print media for the provision
    of print summaries and news articles;
    3.	Monitoring of National, regional and local radio and
    television news and public affairs programming broadcasting in
    Canadian provinces and territories for the provision of
    broadcast summaries;
    4.	Monitoring of ethnic radio and television news and public
    affairs programming for the provision of broadcast summaries,
    transcripts, audio and video clips;
    5.	Transcripts, audio and video clips of items from radio and
    television news and public affairs programming broadcasting in
    Canadian provinces and territories; and 
    6.	Closed caption transcripts in near real-time fro television
    news and public affairs programming broadcasting in Canadian
    provinces and territories;
    7. 	Monitoring of Internet news sites and news blogs for the
    provision of relevant news items; and
    8.	Social Media monitoring.  
    
    Bidders may bid on one or more of the above service categories.
    
    Mandatory Requirements
    
    Following is a summary of the Mandatory Requirements. Please
    refer to the RFSA document for detailed requirements.
    
    M.1   LANGUAGE CAPABILITIES
    
    FOR EACH OF THE SERVICE CATEGORIES (EXCEPT FOR CATEGORIES 2 AND
    4):
    
    Bidders must provide high quality English and/or French language
    media materials.
    
    To demonstrate this ability, bidders must describe the following:
    
    a) Where the Bidder is providing only French language media
    materials - how they are organized to provide high quality media
    monitoring materials in French; or
    
    b) Where the bidders is providing only English language media
    materials - how they are organized to provide high quality
    English language media materials; or 
    
    c) Where the Bidder is providing bilingual (French and English)
    media materials - how they are organized to provide high quality
    bilingual media materials.
    
    FOR SERVICE CATEGORY 2 AND 4 ONLY:
    
    Bidders must provide high quality English and French language
    materials translated from non-English and non-French ethnic
    media. To demonstrate this ability, bidders must describe how
    they are organized to deliver high quality media monitoring
    materials translated into English and into French.
    
    M.2	EXPERIENCE
    
    FOR EACH OF THE SERVICE CATEGORIES:
    
    Bidders must demonstrate a minimum of one (1) year experience
    providing services as outlined in the statement of work, within
    the last three (3) years from closing date of this RFSA. To
    demonstrate this experience, bidders must describe when and how
    the experience was obtained.
    
    M.3	PREVIOUS PROJECTS
    
    FOR EACH OF THE SERVICE CATEGORIES:
    
    Bidders must have provided services outlined in the statement of
    work to a minimum of three (3) organizations within the last
    three (3) years (from closing date of this RFSA)  Bidders must
    demonstrate they meet this requirement by providing the
    following information for each project:
    
    Organization name and contact information;
    Project date; and
    A description of the work performed.
    
    The contact information may be used to verify the information
    provided.
    
    A total of three projects must be provided for each service
    category. For example, if the bidder is responding to four (4)
    categories of service, a total of 12 projects must be provided.
    Projects provided for one service category may be repeated for
    other service categories if they are applicable.

    procurement.
    
    Documents may be submitted in either official language of Canada.
