    1) REQUIREMENT
    
    This requirement is for media monitoring and media analysis
    services. Media monitoring services include online university
    and research publications, community and regional newspapers,
    social media, blogs; as well as mainstream national print and
    online publications and mainstream radio and TV coverage [The TV
    coverage includes those broadcasters available through the
    Electronic Media Monitoring (EMM) program, e.g. CBC, Radio
    Canada and CTV]. The supplier must be able to provide the
    sources indicated in Annex A - Statement of Work and integrate
    the sources available through the Electronic Media Monitoring
    (EMM) program. By contract award, the winning bidder must obtain
    all necessary permissions from all required content providers
    including the EMM suppliers*. 
    
    The bidder must offer a web-based platform that allows multiple
    users unlimited access to news items including print, broadcast,
    online and social media, and the capability for departmental
    users to compile daily media analysis reports into customized
    templates. The bidder must maintain a searchable database of
    resulting news items for a minimum of one (1) year.
    
    The bidder will also be required to provide quarterly media
    monitoring reports along with comprehensive annual media
    analysis reports based on the articles compiled by SSHRC
    employees.

    2) CONTRACT PERIOD
    
    The period of the contract is from April 1, 2014 to March 31,
    2015, and includes option to extend the term of the Contract by
    up to four (4) additional one (1) year period under the same
    conditions. 
    
    3) This requirement is subject to Agreement on Internal Trade
    (AIT).
    
    4) This requirement is subject to a preference for Canadian
    goods and/or services. This procurement is conditionally limited
    to Canadian services.
    
    5) Basis of Selection
    
    1. To be declared responsive, a bid must: 
    
    	A. comply with all the requirements of the bid solicitation;
    
    	B. meet all mandatory technical evaluation criteria; 
    	C. obtain the required minimum percentages of points for the
    technical evaluation criteria which 		    are subject to point
    rating; and
    
    	D. If requested to provide a live demonstration of the
    offerer's software, the bidder must meet all 		     the
    requirements described in Annex A - Statement of Work and Annex
    D - Demonstration 		    Checklist Form.
    
    2. Bids not meeting (a) or (b) or (c) or (d) will be declared
    non-responsive. Neither the responsive bid that receives the
    highest number of points nor the one that proposed the lowest
    price will necessarily be accepted. The responsive bid with the
    lowest evaluated price per point will be recommended for award
    of a contract.
    
    Canada reserves the right to declare a bid non-responsive, in
    the event that the Bid Evaluation Team determines that the
    Bidder has not successfully demonstrated their technical ability
    the meet all the requirements stated in Annex A - Statement of
    Work and Annex D - Demonstration Checklist
    
    THE MANDATORY REQUIREMENTS ARE:
    
    	M1.	The bidder must demonstrate a minimum 3 years experience in
    providing a broad range 			of mainstream print media (including
    national, international, academic journals) and 			broadcast
    media (radio and TV) and social media (Twitter, Facebook,
    YouTube, and 			blogs) monitoring and media analysis services.
    	
    	M2.	The bidder must demonstrate their service has the 
    capability to allow several account 			users with different
    topic profiles to monitor and report analytics .
    		
    	M3.	The bidder must demonstrate the ability to provide access
    to a media monitoring 				database tailored to SSHRC's
    requirements. The bidder must also demonstrate the 			ability to
    provide customized templates that allow multiple users to upload
    and distribute 			news clips, summaries, 	analysis and reports
    to management and staff.
    
    	M4.	The bidder must demonstrate the ability to archive all
    gathered news items and provide 			ongoing  access to multiple
    account users identified by the client to the database of
    			archives for reporting purposes. 
    
    	M5.	The bidder must confirm their technical capability by
    completing Annex D - Demonstration 		Checklist Form.
