Background

The purpose of this Request for Standing Offer is to seek the services of firms that provide court reporting and related verbatim transcription services for the Canadian Environmental Assessment Agency (CEAA). 
Scope of Work
The Contractor must provide complete verbatim reporting services during public hearings or other sessions held by the Canadian Environmental Assessment Agency (the Agency) or a Review Panel. The Contractor must have the capacity to provide verbatim reporting services in either English or French across Canada.

The period of the standing offer is from July 1, 2017 to June 30, 2020 with two (2) additional one (1) year optional periods.

The requirement is subject the Agreement on Internal Trade (AIT).

The requirement is subject to a preference for Canadian goods and/or services.

Aboriginal suppliers are invited to provide their interest for this requirement in accordance with the Procurement Strategy for Aboriginal Business (PSAB).
 The bidder must certify that it is an Aboriginal business or an eligible joint venture as defined within the Procurement Strategy for Aboriginal Business.

Basis of Selection

Highest Combined Rating of Technical Merit and Price 
1. To be declared responsive, an offer must: 
a. comply with all the requirements of the bid solicitation; and
b. meet all mandatory criteria; and
c. obtain the required minimum overall 77 points for the technical evaluation criteria, which are subject to points rating on a scale of max. 110 points
2. Offers not meeting (a) or (b) or (c) will be declared non-responsive. 
3. To establish the technical merit score, the overall technical score for each responsive offer will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 60%.
4. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 40%.
5. For each responsive offer, the technical merit score and the pricing score will be added to determine its combined rating.
All responsive offers with the highest combined rating of technical merit and price will be recommended for award of a Standing Offer
