Requirement 
The Canada Revenue Agency (CRA) is looking to establish, through
this Request for Proposals, a competitively awarded contract
with one (1) full service advertising agency.  The CRA requires
an advertising Contractor to assist in the strategic planning,
account management, and production of creative products for
regional and national advertising campaigns and public notice
campaigns produced by the CRA.  

The advertising campaigns could include, but not be limited to,
the following objectives:
Build awareness of, and support for, participating fully in the
Canadian tax system;
Build awareness of, and support for, the importance of complying
with Canada's tax system; and  
Provide information to help target audiences gain knowledge and
understanding of their tax obligations and of the benefits to
which they may be entitled.

Other advertising objectives may be determined by the Project
Authority, depending on the message(s) and target audience(s). 
The Contractor shall deliver services to achieve these
objectives on an as-and-when-required basis. The Contractor will
be authorized to perform particular tasks and submit appropriate
deliverables by Task Authorizations pursuant to the resulting
contract.

The requirement is limited to Canadian goods and/or services.

Evaluation Process
Bidders MUST meet all the mandatory requirements of the RFP.  No
further consideration will be given to bidders not meeting all
the mandatory criteria.  The mandatory criteria include:
Provide one (1) national advertising campaign 
identifying the key personnel who would be assigned to several
key categories
complying with the certification requirements described in the
RFP.
providing hourly rates in accordance with Annex "B".
Financial Capability Requirement must be met as described in
Part 6.

Bidders that meet all mandatory criteria will be evaluated
further using point-rated criteria.

Period of the Contract
The period of the Contract will be from date of award to March
31, 2013 with the possibility of three (3) additional one (1)
year option periods under the same terms and conditions.

Basis of Selection
The responsive bid with the highest total score (80% technical /
20% financial weighting) will be recommended for award of a
contract.

Debriefings
After contract award, bidders may request a debriefing on the
results of the bid solicitation process. Bidders should make the
request to the Contracting Authority within 15 working days of
receipt of the results of the bid solicitation process. The
debriefing may be in writing, by telephone or in person.
