    Requirement 
    The Online Advertising Unit (OAU) at Public Services Procurement Canada (PSPC) requires the services of a digital design and production firm to provide digital communications services to support a wide range of government communications activities on various topics using digital and social media advertising, aimed at Canadians and other stakeholders, locally, regionally, nationally, and, in some cases, internationally, depending on the campaign in question. Services include account management, creative and strategic development, production management services (creative and technical), digital engagement strategies, and more, in support of digital advertising campaigns.
     
    This requirement is limited to Canadian goods and/or services.
    
    Evaluation Process
    Bidders MUST meet all the mandatory requirements of the Request for Proposal (RFP).  No further consideration will be given to bidders not meeting all the mandatory criteria.  
    
    Mandatory Criteria
    The Bidder MUST demonstrate its capability and experience in developing compelling and insightful creative solutions using a variety of digital and social media targeted to a variety of audiences (i.e., different demographic or ethnographic profiles), to quickly respond to communications situations by providing two (2) different examples of digital and social media advertising campaigns. Each of the two (2) different examples MUST have been completed* within the last three (3) years from bid closing.
    
    NOTE: At least one of the two (2) examples submitted MUST have been developed in both official languages (English and French).
    
    Bidders that meet all mandatory criteria will be evaluated further 
    using point-rated criteria.
    
    Period of the Contract
    These services will be provided from the award date of the contract until June 30, 2018 inclusively with the option to extend the period of the contract by up to two (2) additional one-year periods, under the same terms and conditions.
    
    Basis of Selection
    The responsive bid with the highest combined rating of technical merit (70%) and price (30%) will be recommended for award of a contract
