1, 2013

Starting June 1, 2013, federal government tenders (tender
notices and bid solicitation documents) will be published and
available free of charge on a Government of Canada Web site on
Buyandsell.gc.ca/tenders.

The Government Electronic Tendering Service on
Buyandsell.gc.ca/tenders will be the sole authoritative source
for Government of Canada tenders that are subject to trade
agreements or subject to departmental policies that require
public advertising of tenders.

After June 1, 2013, all tenders and related documents and
amendments will be on Buyandsell.gc.ca/tenders.  

On June 1, 2013, suppliers must go to Buyandsell.gc.ca/tenders

have been following on MERX prior to June 1.

Requirement
The Department of Finance Canada (FC) is looking to establish,
through this Request for Proposal, a competitvely awarded
contract with one (1) full services adversiting agency. FC
requires a Contractor to assist  in the account management and
coordination services, strategic services, creative and
production services and media services for its Economic Action
Plan campaign. 

The purpose of this advertising initiative is to inform
Canadians about key initiatives, programs and benefits under
Economic Action Plan 2013, which may include advertising Budget
2014. The advertising will also serve to strengthen ongoing
consumer confidence in the Canadian economy and the direction of
the country. 

Sourcing
Canadian Content Policy - The requirement is limited to Canadian
goods and/or services.
Trade Agreements - This procurement is not subject to any trade
agreements.

Note to Offerors
Bidders are reminded that in order to ensure a clear delineation
between the GC's media buying agency (contract
no.EP361-091572/001/CZ) and the GC's creative and planning
agencies, an exclusivity clause presently forms part of the
media buying agency contract. The media buying agency, and as
applicable, its parent company, its subsidiaries corporation,
and any body corporate of the Contractor's immediate family will
not be eligible to bid on other GC procurement contracts
relating to advertising. The resulting Contrat fall under this
exclusivity provision as business related to advertising.
Further, any subcontractor proposed by an offeror on the RFP
will be bound by the same terms and conditions as the Bidder.

Canada reserves the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.

Evaluation Process
Bidders MUST meet all the mandatory requirements of the RFP. No
further consideration will be given to bidders not meeting any
of the mandatory criteria. The mandatory criteria include:
The Bidder MUST submit two (2) examples of advertising/marketing
campaigns which were completed* within the last three (3) years
of the bid closing date. For each example, the Bidder MUST
provide two (2) electronic copies of associated creative samples.

The two (2) examples must be as follow:
q	One (1) national advertising campaign using at least
Television and the Internet
q	One (1) national advertising campaign that contains online
elements, including traditional web, interactive and social media
identifying the key personnel who would be assigned to several
key categories;
provided hourly rates in accordance with Annex "B"; and
complying with the certification requirements described in the
RFP.
	
Bidders that meet all mandatory criteria will be evaluated
further using point-rated and financial evaluation criteria.

Period of the Contract
The period of the Contract will be from date of award to March
31, 2014 with the possibility of two (2) additional one (1) year
extension periods under the same terms and conditions.

Basis of Selection
The responsive bid  with the highest combined total (70%
technical / 30% financial weighting) will be recommended for
award of a Contract.
