    BACKGROUND:
    
    This document will serve to refresh the Request for Supply
    Arrangement (RFSA) in place for the provision of Solutions-Based
    Informatics Professional Services (the "Services") to Public
    Works and Government Services Canada (PWGSC) on behalf of the
    Identified Users and maintain Supply Arrangements awarded under
    this procurement vehicle.  This SBIPS RFSA EN537-05IT01/G
    replaces SBIPS EN537-05IT01/F. 
    SBIPS RFSA EN537-05IT01/G:
    
    This RFSA will update the established framework for processing
    solicitations related to the SBIPS Supply Arrangement (SA). 
    
    SBIPS is structured according to the following Tiers:
    Tier 1:	Requirements up to and including $2,000,000.00 (GST/HST
    included); and
    Tier 2:	Requirements greater than $2,000,000.00 (GST/HST
    included).
    
    Evaluation criteria differ for each Tier.
    This RFSA will solicit: 
    (1) new suppliers to become SA Holders for the provision of the
    SBIPS; and,
    (2) existing SA Holders to qualify for additional Tiers, Regions
    and Domains of Expertise 
    The SA will be in use until such time as Canada no longer deems
    it to be advantageous to do so.  At this point, it is
    anticipated that the SAs will likely be in use for at least
    three years from the date of this initial posting.  
    
    The SA refresh process invites new Offerors to become SA Holders
    for the provision of SBIPS, and/or enable existing SA Holders to
    qualify for the Tier, Domains, and Regions, for which they did
    not initially qualify.
    
    FINAL QUARTER FOR EN537-05IT01/G:
    This is the final quarter of the SBIPS RFSA EN537-05IT01/G.
    The previous quarterly submission table in EN537-05IT01/G, at
    Article A1.4 is no longer applicable and all submissions for
    EN537-05IT01/G will only be accepted until November 29, 2013 at
    2:00pm EST.
    Those that submit against this final quarter and obtain a SBIPS
    Supply Arrangement under EN537-05IT01/G will need to submit
    again for EN537-05IT01/H to maintain the SBIPS Supply
    Arrangement.
    POSTING OF EN537-05IT01/H:
    It is anticipated the EN537-05IT01/H will be posted in at the
    end of November 2013.  All Existing SA Holders will be required
    to provide a submission in accordance with EN537-05IT01/H to
    maintain their SBIPS Supply Arrangement. 
    
    Further information on EN537-05IT01/H will not be provided at
    this time.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
