BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information. It is the Bidder’s responsibility to ensure the request for opening an epost Connect conversation is sent at least six days before the solicitation closing date. Bids will not be accepted if emailed directly to this email address. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca. ******************** Amendment 003 This amendment is raised to answer questions that were received from Industry and to amend Annex B - Technical Statement of Requirements. ******************** Amendment 002 This amendment is being raised to answer questions that were received from Industry and to amend Annex 1 to Part 4 - Technical Bid Evaluation Plan. ******************** Amendment 001 This amendment is being raised to answer questions received from industry. ******************** The Canadian Coast Guard (CCG) requires hard shell barges (also referred to as non-powered aluminum barges) of 20 cubic meters (m3) and 40m3 for increased storage capacity of recovered oil in calm waters that would be deployed in response to a marine pollution incident. This procurement is part of the Environmental Response Equipment (ERE) Program for the Canadian Coast Guard (CCG), and forms part of the Oceans Protection Plan announced in November 2016. Under the ERE Program, CCG is renewing its suite of environmental response (ER) equipment, ensuring a robust and strategic national response capability. The ERE Program will replace aging ER equipment and potentially introduce new response technologies to over 80 locations across Canada; this objective will be realized through approximately 50 to 100 unique equipment procurements. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA),the Canadian Free Trade Agreement (CFTA)and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This bid solicitation may establish multiple contracts with task authorizations for the delivery of the requirement detailed in the bid solicitation, to the Identified Users across Canada, including areas subject to Comprehensive Land Claims Agreements.
