    THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT
    
    Public Works and Government Services Canada (PWGSC) intends to retain an architectural firm or engineering firm in the capacity of Prime Consultant, supported by a multidisciplinary team of Sub-Consultants and specialists including: a Structural Engineer, a Mechanical Engineer, and an Electrical Engineer, for the provision of architectural services as described in the Request for Proposal for the Valour Building Roof Replacement Project in Ottawa, Ontario.
    
    The project scope includes replacement of all Valour roofs at all levels - this includes the main roof, the penthouse above the main roof, and also the three small lower roofs over the mechanical installations (3rd Floor). The purpose of this project is to restore a watertight covering for the building that will last for a full life cycle of at least 20-25 years. The class “D” (Indicative) construction budget is estimated at $1,062,632 excludes HST. 
    The Proponent shall be an Architect(s) licensed in the Province of Ontario, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law. 
    
    This is a selection process utilizing a Qualification Based Selection (QBS) methodology for the acquisition of Architectural and Engineering Services. The process is structured as follows:
    
    Stage One: Technical Evaluation. Two Phase Evaluation
    
    Stage Two: Project Review and Discussion (Step I - Refine Requirements, Step II - Price Proposal)
    
    Proponents responding to this RFP are requested to submit a technical proposal in two phases.  Phase One proposals cover only the qualifications, experience and organization of the proposed
    Consultant Team.  Following evaluation and rating of these proposals, proponents are advised of their competitive standing and have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal.  Phase Two proposals cover the detailed approach to the work and terms offered. Following evaluation and rating of the Technical Proposals, the Highest Ranked Technical Proponent (HRTP) is determined and remaining proponents are advised of their competitive standing. Debriefs will not be conducted until a contract is awarded.
    
    SECURITY REQUIREMENT OF THE REQUEST FOR PROPOSAL
    
    At the date of bid closing, the following conditions must be met:
    (a) the Proponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1;
    
    All inquiries must be sent in writing to the Contracting Authority.
