Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT Public Works and Government Services Canada (is also known as Public Services and Procurement Canada) REQUEST FOR PROPOSAL Public Works and Government Services Canada (PWGSC) intends to retain an architectural firm in the capacity of Prime Consultant, supported by a multidisciplinary team of Sub-Consultants, in the design and implementation of the Exterior Envelope Rehabilitation Project. The Prime Consultant will review all of the related documentation; recommend further examination as required; prepare the design and construction tender documents, respond to tender call questions and construction contract administration for this Project. Construction shall be tendered and implemented by a Construction Manager (CM). The delivery of the Consultant services is anticipated to be a continuous process leading to the preparation of design development documents. During the preparation of the design development documents, the project shall receive authority from Treasury Board to proceed to construction tender documents and tender call. Les Terrasses de la Chaudière (LTDLC) was built by the Campeau Corporation in 1978. The complex was designed by Arcop Associates and is composed of four office towers located in downtown Gatineau, between 1 Promenade du Portage, 15/25 rue Eddy, 10 rue Wellington and Montcalm streets. The purpose of this project is to rehabilitate the exterior wall assembly, replace roofs, and upgrade the penthouse. As well,Swing Space is to be provided and Landscape is to be rehabilitated and upgraded. The hotel (Crowne Plaza) and underground parking are located on the West side of the campus but are not included in the scope of work apart from the pedestrian link betweenthe hotel and Block 300 (1 Promenade du Portage). In order to accelerate the project schedule, a separate consultant team was engaged to prepare an envelope rehabilitation development study to prepare and to obtain approval of a design concept by the National Capital Commission, assess the seismic capacity, undertake a test panel removal and develop a preliminary implementation strategy. The project scope of work includes: abatement and selective demolition, structural and building envelope upgrades, mechanical, electrical, acoustical and landscape work. The Class "D" construction cost estimate is $175,000,000.00 (taxes and construction management fees excluded) The Proponent shall be authorized to provide architectural services and must include an architect licensed or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the province of Quebec. Proponents responding to this RFP are requested to submit a proposal in two phases. Phase One proposals cover only the qualifications, experience and organization of the proposed Consultant Team. Following evaluation and rating of these proposals, proponents are advised of their competitive standing and have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal. Phase Two proposals cover the detailed approach to the work, and the pricing and terms offered. Acombination of the Phase One and Phase Two submissions constitutes the final proposal. Consulting firms that consider themselves qualified to provide these services may order the RFP document from Buyandsell.gc.ca, the Governmentof Canada ElectronicTendering Services. Late submissions will not be considered. SECURITY REQUIREMENT At the date of bid closing, the following conditions must be met: (a) the Proponent must hold a valid organization security clearance as indicated in SupplementaryConditions SC1; (b) the Proponent's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Supplementary Conditions SC1; (c) the Proponent mustprovide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites.; The Firm, RFPSolutions will be the Fairness Monitor (FM) for this RFP process.
