    PROJECT: Construction Managment Services for the Government
    Conference Centre (GCC) Renovation Project
    
    Public Works and Government Services Canada (PWGSC) is is
    renovating the Government Conference Centre (GCC) located at 2
    Rideau Street, Ottawa, Ontario.  The purpose of this Request for
    Proposal is to engage the services of a successful bidder as
    Construction Manager in order to carry out the work.  Bids are
    submitted following a two-envelope procedure in which Bidders
    submit the technical component of their bid in one envelope and
    the proposed price in a second envelope.
    
    Only the following Bidders,  which have been pre-qualified at
    Stage One of this procurement process, are eligible to bid.
    
    Carrillion Canada/Pomerleau Inc. Joint Venture, Ottawa, ON 
    EllisDon Corporation, Ottawa, ON
    M. Sullivan & Son Limited, Arnprior, ON
    PCL Constructors Canada Inc., Ottawa, ON
    Verreault Inc., Montréal, QC
    
    The Construction Manager is expected to contract with PWGSC for
    pre-construction advice and minor construction work. The
    Contract will include options for construction and post
    construction services which can be exercised at the sole
    discretion of Canada and are contingent on the necessary
    Government of Canada approvals. The Construction Manager is
    expected to deliver the following benefits to the project by
    providing, but not limited to the following services: 
    
    Advisory and support services
    Sustainable construction
    Project Administration
    Work Packaging
    Budget control and Cost Management 
    Time Management (Scheduling)
    Risk Management
    Scope Control and Management
    Quality Control
    General Contractor Services
    Provide full time site staff and site facilities
    Acting as Constructor under the Ministry of Labour (Ontario)
    regulations (the "Regulations") and the Occupational Health and
    Safety Act (Ontario) (the "Act")
    Coordinating contractors retained by the Construction Manager
    and by others and ensuring the protection of the general public
    on or near the site
    Provide labour and materials for pre-approved Division 1 Work
    Sub-contract all other construction Work using competitive
    bidding processes and negotiation. 
    Pre-purchase key materials as needed and directed by PWGSC
    Procure all necessary materials and services for the project
    
    
    MANDATORY SECURITY REQUIREMENT:   
    
    This procurement contains a mandatory security requirement as
    follows:
    
    The Contractor/Offeror must, at all times during the performance
    of the Contract, hold a valid Designated Organization Screening
    (DOS), issued by the Canadian Industrial Security Directorate
    (CISD), Public Works and Government Services Canada (PWGSC).
    The Contractor/Offeror personnel requiring access to sensitive
    work site(s) must EACH hold a valid RELIABILITY STATUS, granted
    or approved by CISD/PWGSC.
    Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC.
    The Contractor/Offeror must comply with the provisions of the:
        (a) Security Requirements Check List and security guide (if
    applicable), attached at Annex C;
        (b) Industrial Security Manual (Latest Edition).
    OPTIONAL SITE VISIT:
    
    All interested bidders are invited to a site visit on Thursday
    October 18, 2013 at 10:00 a.m. at the Government Conference
    Centre, 2 Rideau Street, Ottawa, Ontario.  Visitors, should go
    directly to the South Entrance off of Colonel By Drive and will
    need to sign in with Photo ID.
    
    To ensure access to the building, names of individuals attending
    the site visit should be submitted to the Contracting Officer
    named on the Request for Proposal (RFP) - Page 1, 48 hours prior
    to the site visit.
