The amendment 005 is raised to modify the Evaluation Procedures and extend the RFSO closing date. Amendment 004 The amendment 004 is raised to modify the table for Employee Information for security in Part 6 of the RFSO. Amendment 003 The RFSO closing date is now January 31st 2020 at 2:00 pm EST. The amendment 003 is raised to extend the bid closing date and post questions and answers. Amendment 002 The amendment 002 is raised to post questions and answers and change the standing offer authority. Amendment 001 The amendment 001 is raised to post questions and answers. ___________________________________ This is a solicitation to request Standing Offers (SO). A SO is not a contract and does not commit PWGSC to procure or contract for any services. Any resulting SO constitutes an Offer made by an Offeror for the provision of certain Services to Canada at prearranged prices or a prearranged pricing basis, under set terms and conditions, that is open for acceptance by Identified User on behalf of Canada during a specified period of time. A separate contract is formed each time a call-up for the provision of Services is made against a SO. Canada’s liability will be limited to the actual value of the call-ups made by the duly authorized Identified User within the period specified in the call-up. DESCRIPTION Public Services and Procurement Canada (PSPC) requires a 3rd Party Commissioning Agent to provide services including but not limited to: Full service Commissioning Process Activities as outlined in Section 4 - Scope of Services of the TOR, and Coordination of commissioning services with the Integrated Project Team which consists of PWGSC Departmental Representative, DC and Construction Management Firm. Canada intends to put in place Standing Offers with the three highest ranking Offerors The period of the Standing Offer shall be five (5) years. Identified Users The Identified User authorized to make call-ups against the Standing Offer is PWGSC Security: Organization: FSC Secret Personnel: Secret EVALUATION Technical Evaluation: Rated Technical Criteria with a pass mark of 60 points of 100 points. Phased Bid Compliance Process (PBCP) applies to this requirement Financial Evaluation: The evaluated price of an offer will be determined in accordance with the total of hourly rates submitted by offerors. Basis of Selection Highest Combined Rating of Technical Merit (70%) and Price (30%) An offer must comply with the requirements of the Request for Standing Offers and obtain the required minimum number of points for the Point Rated Technical Criteria (RT) of 60 points (or 60%). The three (3) responsive offers with the highest combined rating of technical merit and price will be recommended for issuance of Standing Offer. Call-up Procedures Services will be called-up as follows: The Project Authority will establish the Scope of Services to be performed at the time of the call-up based on the pre-established rates identified in Basis of Payment of the Standing Offer. The highest ranked Offeror shall be given first consideration. Should that Offeror be deemed unable to carry out the proposed services due to the required time frame, the next highest ranked Offeror would be approached. Limitation of Call-ups Individual call-ups against the Standing Offer must not exceed $400,000.00 (Applicable Taxes included). The Identified User will issue individual call-ups against the Standing Offer up to $400,000.00 (Applicable Taxes, Fees and related disbursements included). The Contracting Authority may issue call-ups above $400,000 up to $1M (Applicable Taxes included). BASIS OF PAYMENT / METHOD OF PAYMENT - Hourly rates with a limitation of expenditure and Monthly Payment upon completion and acceptance. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
