    Bidders are hereby informed that the requirements of the Tlicho
    Land Claim and Self Government Agreement will apply to this
    procurement. The benefits that apply are contained in: Chapter
    26, the Tlicho Land Claim and Self Government Agreement, clauses
    26.3, 26.3.1 (a).
    
    Public Works and Government Services Canada (PWGSC) intends to
    retain the services of a Contractor in the capacity of
    Construction Manager (CM) for the provision of Advisory and
    Support Services and the completion of General Contractor (GC)
    Work for an estimated 5 work packages at Giant Mine,
    Yellowknife, Northwest Territories.
    
    The Construction Manager Advisory and Support Services to be
    provided include, but are not limited to, advice throughout the
    project, cost and time services, risk management, scope and
    quality control and coordination of communications and meetings.
    
    The Construction Manager General Contractor Services includes,
    but is not limited to, the C-Boiler & Akaitcho sub-station
    replacement; Akaitcho sub-station ground grid upgrade; site wide
    power upgrade and integrity of main utility grid, disconnection
    of unused live power line and improvement of underground grid;
    ETP replace tanks/liners; and geotechnical drilling program, as
    more fully described in the Terms of Reference (ToR). 
    
    The contract will commence at contract award and is to be
    completed by 31 March 2015.
    
    Optional Site Visit and Bidders Conference:
    
    1)	There will be an optional site visit on November 7, 2012 at
    10:00 am. Registered attendees are to meet at Public Works and
    Government Services Canada, Greenstone Building, 5101 - 50 Ave.,
    Yellowknife.  Arrangements for lunch on site have been made and
    a Bidders Conference will follow.
    
    2)	Attire - It is mandatory that all persons attending the site
    visit have the proper safety footwear (CSA approved green patch)
    . Hard hats and safety glasses are also required.  Contractor
    personnel/individuals who do not have the proper safety attire
    will be denied access to the site.  
    
    3)	Interested bidders are to register and confirm their
    attendance with the Contracting Authority no later than 2:00
    P.M. C.S.T., November 1, 2012.

    5)	Due to limited space, each company attending will be limited
    to two (2) representatives.
    
    6)	All travel and living costs associated with travel to
    Yellowknife for the purpose of attending the Optional Site Visit
    and Bidders Conference will be borne by the Contractor or their
    representative.
    
    Bidders are responsible for obtaining copies of bid forms and
    special instructions which are available directly from the MERX
    site.
    
    It is the responsibility of the Bidder to ensure that all
    amendments issued prior to bid closing have been obtained and
    addressed in the submitted bid.
