    ADVANCE NOTICE TO INDUSTRY
    
    MANDATORY SITE VISIT AND BIDDERS CONFERENCE
    
    Public Works & Government Services Canada (PWGSC) on behalf of
    Aboriginal Affairs and Northern Development Canada (AANDC) is
    preparing bid documents and Terms of Reference for the re-tender
    of the Interim Underground Stabilization requirement at Giant
    Mine, located on the Ingraham Trail just outside of Yellowknife,
    Northwest Territories (refer to cancelled Solicitation No.
    EW702-121237/A). Prior to posting the Request for Proposal
    (RFP), PWGSC is providing advance notice of the mandatory site
    visit and bidders conference for potential bidders who are
    interested in submitting a proposal for the Interim Underground
    Stabilization contract at the Giant Mine Site.  
    
    1)	Site visits will tentatively be held on March 11th and 12th,
    2014. Registered attendees are to meet at the C-Dry Boardroom
    Giant Mine Site, Yellowknife, NT at their scheduled site visit
    time.  A bidders conference will tentatively be held the morning
    of March 13, 2014 at 9:00 am at TBD.
    
    	The site visit for this project is MANDATORY.  The
    representative of the company will 		be required to sign the
    Site Visit Attendance Sheet at the site visit. Bids submitted by
    		companies who have not signed the attendance sheet will not be
    accepted.  In the case of 		a joint venture bidder, record of
    attendance at the mandatory site visit by at least one of 		the
    JV companies will be required for bid acceptance.
    
    2)	There will be an additional OPTIONAL site visit occurring at
    the beginning of April, 		2014, for further touring of the
    underground at a date TBD.
    
    3)	Attire - It is mandatory that all persons attending the site
    visit have the proper safety 		footwear (CSA approved green
    patch) . Hard hats, high visibility vest and safety glasses
    		are also required. Bidder personnel/individuals who do not
    have the proper safety attire 		will be denied access to the
    site.  
    
    4)	Interested bidders are to register and confirm their
    attendance with the Contracting 		Authority no later than 2:00
    P.M. C.S.T., March 5, 2014.  The Contracting Authority will
    		communicate to the bidder their scheduled site visit time by
    2:00 P.M. C.S.T., 			March 7, 2014.

    5)	Non-registered bidders will not be taken to or be allowed on
    the site.
    
    6)	Due to limited space, each company attending will be limited

    7)	All travel and living costs associated with travel to
    Yellowknife for the purpose of 		attending the Mandatory or
    Optional Site Visit and Bidders Conference will be borne by
    		the bidder or its representative.

    The Interim Underground Stabilization optional pre-tender site
    visit occurred on October 9th and 10th, 2013. At this time,
    several potential bidders requested advance notice to industry
    of the anticipated team composition. Below is a draft of the
    anticipated team requirements to be evaluated per the upcoming
    RFP.  While no significant adjustments to these evaluation
    criteria are anticipated, only the evaluation criteria that are
    included in the RFP will apply for this procurement.
    A. Project Manager (and backup)  
    Experience coordinating and managing multi-discipline teams on a
    complex project in a Northern climate at a mine site
    
    B. Mining or Geotechnical Engineer (and backup)
    Experience with mine site and cold regions geotechnical
    engineering, interpretation and understanding of 3D underground
    mine models (slope stability, underground stability, etc.)
    
    C. Tailings Paste Specialist (and backup)
    Experience with developing tailings paste designs and QA/QC
    programs to ensure specified in-place strength requirements are
    met.  Demonstrated experience working with tailings with
    variable grain size distribution, moisture content and other
    properties will be given more points in the evaluation. 
    Experience with variable paste mixes will receive additional
    points.
    
    D. Project/Site Superintendent (and cross-shift) 
    Experience with on-site coordination and management of multiple
    sub-contractors and suppliers, control of work area(s) and
    quality control on complex projects.  Experience on mine
    backfill operations will receive additional points.
    
    E. Underground Works Supervisor (and cross-shift)
    Experience supervising Underground work crews including
    assessing safe access and working conditions, completing
    underground construction activities
    
    F. Paste Production and Placement Supervisor (and cross-shift)
    Experience supervising work crews involved in excavation,
    handling and blending of tailings, as well as the production and
    placement of paste
    
    G. Health and Safety Coordinator (and cross-shift)
    Experience with developing project specific health & safety
    plans and  managing worker Health and Safety at both surface and
    underground mine sites
    
    PROCUREMENT SCHEDULE:
    
    The award date of the contract is estimated to be mid June 2014
    based on the following milestones. 
    
    Solicitation Date, GETS Posting 		early March 2014
    Mandatory Site Visit 				mid March 2014
    Optional Site Visit 				early April 2014
