    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at CFB Halifax Dockyard on December 13, 2018. The site visit will begin at 0900 AST.
    
    Bidders are requested to communicate with the Contracting Authority no later than 11:00am AST December 12, 2018 to confirm attendance and provide the name(s) and cell number of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.
    
    
    The CFB Halifax Fire Department requires a (1) Propane-Fueled Training System with the following mandatory features:
     
    • PLC controlled operator touch screen control panel with wireless controller;
    • Propane detection system; 
    • Safe low pressure propane gas system; 
    • High temperature sensors and monitoring; 
    • Remote and local emergency shutdowns; 
    • Dual dead-man safety system; 
    • Ventilation system (air make-up/exhaust); 
    • Complete operations and maintenance manuals; 
    • One (1) day of training for ten (10) operators; 
    • Complete one (1) year warranty, and 
    • A control system design that allows for easy addition of future interior and exterior props. 
    • A bench prop to be installed in the high temperature lined room of the existing steel training tower; 
    • A PLC touch screen control system;
    • Positive and negative ventilation;
    • Smoke generator and ducting; 
    • A safety system including gas and temperature sensor and emergency stops; 
    • A flashover/rollover prop to be installed on the ceiling above the bench prop;
    • A sound system with preprogramed sound effects and voice capability throughout the tower. The audio player to be located in the control room with speakers installed on each floor;
    • An exterior burn prop, including a 4’ x 6’ burn pan with a pilot box, water shield and a pistol grip control pendant, and 
    • An exterior gas meter prop. 
    
    All the deliverables must be received on or before March 31, 2019.
    
    In accordance with the statement of requirement, the contractor will be required to install a new propane-fueled training system in the existing steel training tower not later than 31 March 2019. The contractor will be responsible for the shipping and installation of the propane-fueled training system at the destination address.
