    REQUEST FOR PROPOSAL (RFP)
    
    TITLE: Closed Circuit Television System (CCTV) cameras and network upgrade at CSC Atlantic Region Institutions.
    
    The Correctional Service Canada (CSC) has a requirement to add additional IP Network Cameras, Network User Stations and Monitors to the existing Closed Circuit Television (CCTV) System at Atlantic, New Brunswick (NB), Dorchester, New Brunswick (NB), Springhill, Nova Scotia (NS) and Nova, Nova Scotia, (NS) institutions.
    
    CSC Atlantic Institution is a maximum security institution located at Renous, NB. Dorchester Penitentiary is a medium and minimum security institution located at Dorchester, NB.  Nova Institution is an institution with multi-levels of security located at Truro, Nova Scotia.  Springhill Institution is a medium security institution located at Springhill, NS.  Work will have to be accomplished with minimum disruption to the daily operation and security of the institution. There is a mandatory bidders’ site visit associated with this requirement where personnel security screening is required prior to gaining access to the site.
    
    The work includes the design, supply, installation, testing and provision of operational and technical training on the closed circuit television system (CCTV) equipment as described in the Statement of Technical Requirements (STR). Refer to Annex A.
    
    MANDATORY SITE VISIT
    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for site visits to be held on:
    
    1) May 6, 2019 at 1:30 PM Atlantic Daylight Time (ADT) at Nova Institution for Women.
    
    2) May 7, 2019 at 10:00 AM Atlantic Daylight Time (ADT) at Springhill Institution.
    
    3) May 8, 2019 at 10:00 AM Atlantic Daylight Time (ADT) at Atlantic Institution.
    
    4) May 9, 2019 at 10:00 AM Atlantic Daylight Time (ADT) at Dorchester Penitentiary.
    
    The representative of the Bidder will be required to have a valid government issued piece of identification (ID) (i.e. Driver’s License or Passport) in order to participate in the site visit.
    
    Interested Bidders must meet at the Principal Entrance of the Institutions below.  Bidders will be required to sign an attendance form at each site visit.  Bidders should confirm in their bids that they have attended the site visit.  Bidders who do not attend or send a representative to the site visit will not be given an alternative appointment and their bids will be rejected as non-compliant.

    IMPORTANT NOTE: Appendix C - CCTV network Drawings and Appendix D - Current Network CCTV Tables will be provided to all Bidders during the mandatory site visit.
    
    The onus is on the bidders to arrive at the site visit in a timely manner.  Bidders arriving late will not be permitted to attend the site visit. The Bidder must have at least one attendee at the site visit.
    
    It is also a mandatory condition of this requirement that all attendees provide an e-mail confirming their attendance to the site visit. Bidders are requested to clearly identify the name of the participant, the name of the company, e-mail address and telephone number and submit it to the Contracting Authority by e-mail at robert.dube@tpsgc-pwgsc.gc.ca or by fax to (613) 943-7620. It is requested that this information be received by this office no later than April 29, 2019.
    
    The work is requested to be completed on or before March 31, 2020.
