Amendment 005 is raised to extend the closing date of the ITT to November 6, make revisions to the Statement of Work and provide minutes of the technical review of the Bidders Conference of Oct. 3. Amendment 004 to the ITT is raised to extend the closing date of the ITT to November 1 and respond to Set #1 of bidder questions. Amendment 003 to the ITT is raised to extend the closing date of the ITT, change period of work, insert additional Vessel Transfer Costs and provide minutes of Part 1 of the Bidders Conference. Amendment 002 of the ITT is to add Vessel Transfer Costs. Amendment 001 to the Notice o Procure (NPP) is raised to remove CETA from the Trade agreements as only the CFTA applies as per the Sourcing Strategy. Requirement: To carry out the drydocking refit of the Canadian Coast Guard Vessel CCGS Cove Isle in accordance with the associated technical information as detailed in Annex A - Statement of Work. Including but not limited to overhaul of the anchor windlass, hull inspection, preparation and coating, overhaul of generators and inspection of rudders and fuel, potable water, ballast and sewage tanks. Bidders' Conference: A bidders' Conference chaired by the Contracting Authority will be held at CCG Base Parry Sound, Ontario on October 3, 2018 at 1:00 PM. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled conference to confirm attendance and provide the name(s) of the person(s) who will attend. Mandatory Site Visit - Vessel: The viewing will take place on October 3, 2018 at 9:00 AM at Coast Guard Base in Parry Sound, Ontario. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Work Period: Commence: December 1, 2018 Complete: February 28, 2019 Additional Instructions to Work Period: The vessel will be unmanned during the work period and will be considered to be out of commission. The vessel during that period will be in the care and custody of the Contractor and under its control. Vessel Transfer Costs will apply to all bids for evaluation purposes. Destination: The work shall be carried out at the Contractor's facilities. Sourcing Strategy: The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement. This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4). The Crown retains the right to negotiate with suppliers on any procurement.
