Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: Yes Nature of Requirements: CAM-C Remediation EW699-172531/A Bilous, Isabelle Telephone No. - (780) 782-8714 ( ) Fax No. - (780) 497-3510 ( ) Public Works and Government Services Canada (PWGSC), on behalf of Indigenous and Northern Affairs Canada (INAC), intends to retain a Contractor to provide construction services for the project as set out in this Request for Proposal (RFP), detailed in Annex E - Specification and Drawings. Work to be completed at this site includes: 1. Mobilization and demobilization of personnel, equipment, support facilities and materials 2. Demolition of remaining infrastructure 3. Waste collection, segregation and consolidation 4. Excavation of contaminated soil, treatment of Type B PHC contaminated soil and containerization of other types of contaminated soil 5. Excavation of existing landfill 6. Regrading of buried debris areas 7. Collection, cleaning and crushing of barrels and tanks and disposal/incineration of contents 8. Packaging, transportation and off-site disposal of all non-hazardous waste, hazardous waste and contaminated soil not treated on site 9. Development of local borrow sources, granular material production and borrow source closure 10. General site grading, reshaping, backfilling of excavated areas and maintenance of roads and airstrip 11. Provision of camp and support facilities OPTIONAL PRE-TENDER SITE VISIT PWGSC, on behalf of INAC, held an Optional Pre-tender Site Visit on Thursday, August 25, 2016 for remediation activities at CAM-C, Matheson Point, NU. Information provided to attendees as well as a list of questions and answers can be located on the following Buy and Sell website: https://buyandsell.gc.ca/procurement-data/tender-notice/PW-NCS-003-10880 OPTIONAL BIDDERS’ CONFERENCE An optional bidders' conference teleconference will be held via WEBEX on Friday, January 27, 2017. The teleconference will begin at 10:00 AM MST. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference andquestions will be answered. It is recommended that bidders who intend to submit a bid participate. Bidders are requested to communicate with the Contracting Authority at isabelle.bilous@pwgsc-tpsgc.gc.ca before the teleconference to register and get participation and access details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be participating and a list of issues they wish to table no later than January 26, 2017, 14:00 MST. An amendment to the bid solicitation will be posted, including a copy of the Bidders’ Conference Attendance Register (containing company names only), as well as any clarifications or changes to the bid solicitation resulting from the bidders' conference. Bidders who do not attend will not be precluded from submitting a bid. COMPREHENSIVE LAND CLAIM AGREEMENT This procurement is subject to the Agreement Between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada. VALUE OF PROJECT To assist with bonding and insurance requirements, this project is estimated at a value between Category 6 - $5,000,001 > $10,000,000. This procurement contains MANDATORY requirements. Failure to comply will result in rejection of your bid. Standard terms and conditions for this procurement are incorporated by reference into, and form part of, the bid and contract documents. The standard documents are issued by Public Works and Government Services Canada and may be viewed at: https://buyandsell.gc.ca/policy-and-guidelines/standard-acquisition-clauses-and-conditions-manual. Firms intending to submit bids on this project should obtain bid documents through the GETS service provider on the Government of Canada Web site at http://buyandsell.gc.ca/procurement-data/tenders. After contract award, bidders may request a debriefing on the results of the bid solicitation process.
