    PROJECT IDENTIFICATION: 
     
    EP761-210004/A, National Press Building Envelope Rehabilitation, Lots 2 and 3, 150 Wellington St, Ottawa, ON 
    
    PROJECT AND RFP SUMMARY:
    
    Public Works and Government Services Canada intends to retain an architectural firm in the capacity of Prime Consultant, supported by a multidisciplinary team of sub-consultants, to complete the assessment, analysis, design and implementation of the National Press Building Envelope Rehabilitation, Lots 2&3 Project.
    Proponents are requested to submit a proposal in one phase.
    A combination of the technical and price of services submissions will constitute the proposal.
    Late submissions will not be considered.
    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada.
    
    MANDATORY SECURITY REQUIREMENT:  
    
    This procurement contains a mandatory security requirement.  At contract award, the Proponent's proposed individuals must EACH hold a valid SITE ACCESS Clearance, granted or approved by the Contract Security Program (CSP), Public Works and Government Services (PWGSC).  Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid. 
    
    OPTIONAL SITE VISIT:  
    
    There will be a site visit on the 25th of May, 2021 at 10:00 AM. Depending on COVID restrictions at the time and depending on the number of proponents interested in participating in this site visit, the schedule for the site visit may vary.
    Interested Proponents are to meet at 150 Wellington Street, Ottawa, ON K1A 0A8 at the security desk in the main lobby. Proponents should limit the number of attendees to a maximum of 5 personnel at the site visit per Proponent.
    Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (safety glasses, footwear, vests and hard hats) and must be equipped with all COVID-19 PPE (i/e masks) as currently required. Proponents’ personnel/individuals who do not have the proper safety attire may be denied access to the site.
    Security pre-screening: The full names of each individual attending the site visit, their date of birth, along with the name of the firm they represent, must be provided to the Contracting Authority by May 20, 2021 at 12:00 (noon) in order to gain access to the site.

    Amendments, when issued, will be available from the same government electronic tendering service.

    DEBRIEFINGS:
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
