Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Trade Agreements: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Purpose of this Letter of Information (LOI) The purpose of this LOI is to allow stakeholders and potential suppliers an opportunity to provide feedback on the proposed method of supply for the remaining 4,500 to 5,500 workstations, above and beyond the first RISO for 4,500 new cubicles already awarded, at Carling Campus. Interested parties are also encouraged to provide information they feel PWGSC should be aware of when developing the new method of supply. Letter of Interest (LOI) This is not a bid solicitation. This LOI will not result in the award of any contract, nor will this LOI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this LOI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described in this LOI will not necessarily follow this LOI. This LOI is simply intended to solicit feedback from industry with respect to the matters described in this LOI. Requirement The Carling Campus Project will provide office space to accommodate up to 8,500 Department of National Defence (DND) personnel who will move into 14 interconnected buildings at 3500 Carling Avenue in Ottawa, Ontario from up to 40 different National Capital Area (NCA) locations. The procurement of furniture at the Carling Campus requires a variety of procurements. Project Phase 1: • Creation of aStanding Offer (SO) for approximately 4,500 workstations (this SO is already issued) • Creation of a Standing Offer for collaborative furniture (this SO is already issued) • Use of existing procurement instruments to procure a variety of furniture (on-going) Project Phases 2 and 3: • Creation of a new procurement instrument for approximately 4,500 to 5,500 workstations. PWGSC intends to use a solutions based approach to conduct this procurement. Suppliers should be able to offer different approaches which may include new furniture, remanufactured furniture, refurbished furniture, or a combination of different types of furniture. This procurement activity is the subject of this Letter of Interest. Nature and Format of Responses Requested Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements or objectives described in this LOI could be satisfied. Respondents are also invited to provide comments regarding the content, format and/or organization of any draft documents included in this LOI. Respondents should explain any assumptions they make in their responses. Industry Day An optional Industry Day will be held at the Carling Campus (3,500 Carling Ave, Building 5 West - Nepean, On) on May 11, 2016. Participants should arrive at 8:30 am. Action Items for Industry Participants Interested participants should complete the following as soon as possible: • Review all documents of this posting; • Provide feedback by e-mail using the Industry Engagement Questions document. (deadline is April 28, 2016) • Sign and return the Rules of Engagement by e-mail (article 9 of the LOI) • Register for Industry Day (optional) by e-mail. A maximum of two representatives per supplier is allowed. Full instructions for registering are included at article 5 of the LOI. Response Costs Canada will not reimburse any respondent for expenses incurred in responding to this LOI. Treatment of Responses Use of Responses. Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies or any draft documents contained in this LOI. Canada will review all responses received by the LOI closing date. Canada may, in its discretion, review responses received after the LOI closing date. Review Team. A review team composed of representatives of PWGSC and Brookfield Global Integrated Solutions will review the responses. Canada reservesthe right to hire any independent consultant, or use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses. Confidentiality. Respondents should mark anyportions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act. Contents of this LOI This LOI contains a draft request for standing offer (RFSO). This document remains a work in progress and respondents should not assume that new clauses or requirements will not be added to any RFSO that is ultimately published by Canada. Nor should respondents assume that none of the clauses or requirements will be deletedor revised. Comments regarding any aspect of the draft document are welcome.
