Digital Radiography Retrofit of diagnostic imaging Computed Radiography equipment

The Department of National Defence, Canadian Armed Forces (CAF), through the Canadian Forces Health Services Group (CF H Svcs Gp) has a requirement for a tethered, with wireless option, Digital Radiography Retrofit (DR Retrofit) of its fifteen (15) diagnostic imaging departments to replace obsolete Computed Radiography equipment.

The CF H Svcs GP will require an initial upgrade of four (4) diagnostic imaging departments with an option to upgrade an additional eleven (11) diagnostic imaging departments over the next three (3) years.  There is also a requirement for both DR Retrofit Operator Training for Diagnostic Imaging Technologist as well as Maintenance and Support for the DR Retrofit’s hardware and software.

The Contractor will supply all hardware and software required to perform the Digital Radiography Retrofit upgrade as well as the installation, configuration, and testing of the upgrade to confirm functionality.

The Contractor will be responsible for interfacing the Digital Radiography Retrofit upgrade to the CAF’s current GE Proteus general radiography system within its diagnostic imaging departments without invalidating the Health Canada Medical Device Licence of the GE Proteus. 
All changes to the GE Proteus must first be approved by the Technical Authority, prior to installation, so as to mitigate implications on the National GE Proteus maintenance and support contract.

The Contractor, working in conjunction with the CAF’s PACS Administrator, will be responsible for the installation and configuration of the software interface to the CAF’s Picture Archiving and Communications System (PACS). 

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
