The objective of this RFP is to retain an individual Contractor or Joint Venture to provide the complete design-build (turnkey) work for Support Buildings at Correctional Services Canada, Atlantic Institution in Renous, NB and Springhill Institution in Springhill, NS utilizing a turnkey service delivery methodology, a full range of professional consultant and contractor services will be required during both the design and construction phases of the project. The work consists of but is not limited to the design and construction of two buildings, including site work and service connections. The Project requires design and execution for multiple disciplines carefully coordinated with on-going Institutional operations. ENQUIRIES: All enquiries are to be submitted to the Contractual Authority: Alison Ellis-Herring, telephone - (506) 636-3908, facsimile - (506) 636-4376 E-mail: alison.ellis-herring@pwgsc.gc.ca Enquiries are to be made in accordance with IB18, Enquiries during the Solicitation Period, under the Instructions to Bidders in the solicitation document. This is a One Phase Procedure, Design-Build Request for Proposal (RFP) based upon the requirements of the RFP document and the Terms of Reference. The successful proponent will be required to enter into a standard PWGSC Design-Build Contract (Terms and Conditions are included in the RFP). Within the RFP Document, the Crown sets out the project requirments, i.e., the particulars of the project itself and the broad scope of services required from the proponent. OPTIONAL SITE VISIT There will be two optional site visits, one at each site: 1) Springhill Institution The site visit will be held on April 3, 2012 at 2:00 pm. Interested bidders are to meet at the main entrance of the Springhill Institution, Springhill, Nova Scotia. 2) Atlantic Institution The site visit will be held on April 4, 2012 at 10:30 am. Interested bidders are to meet at the main entrance of the Atlantic Institution, Renous, New Brunswick. There is a security clearance required to attend the site visits. ALL interested bidders, regardless of current clearance level, must submit the Institutional Access CPIC Clearance request form and submit to Alison Ellis-Herring by fax at (506) 636-4376 or e-mail to: alison.ellis-herring@pwgsc-tpsgc.gc.ca. The CPIC form must be received by 2:00 pm, March 16, 2012. If you plan to bring a camera to the visit, you must also provide, make, model, and serial number of camera by 2:00 pm, March 16, 2012. DESIGN-BUILDER that consider themselves qualified to provide this Work may order the Request for Proposal document from the Government Electronic Tendering Service through MERX at 1-800-964-6379 or visit their web site at www.merx.com referencing the solicitation number. Proponents that elect to base their proposal on documents obtained from other sources do so at their own risk, and will be solely responsible to inform the tender calling authority of their intention to bid. It is the Proponent's responsibility to ensure all amendments issued prior to the solicitation closing date have been obtained and addressed in the submitted Proposal. Late submissions will not be considered. This procurement contains mandatory requirements; failure to comply will result in rejection of the proposal. Delivery Date: The work must be completed forty-two (42) weeks from date of award. This PWGSC office provides procurement services to the public in both official languages. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
