Public Works and Government Services Canada (PWGSC) is calling for proposals from Architects for a requirement for the conservation of the Province House NHSC in Charlottetown, P.E.I. This project is for services to provide an assessment, analysis, recommendation for and implementation of a comprehensive building envelope conservation and structural repair.The project will address the highest priority health and safety-related structural and building envelope conservation issues at the first priority and to extend as far as possible into a full scope of required/recommended conservation work within the available capital resources. There will be an optional site visit on Wednesday January 21th, 2015, at 2:00 pm. All interested Proponents are to meet at the main entrance of 165 Richmond St., Charlottetown, P.E.I. Interested proponents must provide name(s) those attending to the Contracting Authority NO LATER THAN Tuesday January 20th, 2015 at 4:00 pm. Background: The building has dual significance, as the focus of Prince Edward Island government and administration for the past 150 years, and as the birthplace of Canada. It was designated a National Historic Site in 1966 as a nationall significant building, and again in 1980 as a court house of national historic and architectural significance. The reasons for national significance are that: -the building was the site of the Charlottetown Conference of 1864, which led to confederation in 1867; -it is a fine example of the neo-classical architectural style; and -it is representative of the judicial institution of Prince Edward Island. The Province House has also been designated for its historic value by the city of Charlottetown and the province of Prince Edward Island. The consultant team to be identified must include the following: Prime Consultant; Proponent - Architect Key Sub-consultant/Specialists: Conservation Structural Engineer, Mechnical Engineer, Electrical Engineer, Masonry Conservator and Cost Specialist. Information provided by the Proponents will be evaluated using the total score established as follows: Technical Rating x 90% = Technical Score (Points) Price Rating x 10% = Price Score (Points) Total Score = 100% This is a One Phase Procedure, Request for Proposal (RFP) based upon the requirements of the RFP document and the Project Brief. The successful proponent will be required to enter into a Standard Architectural & Engineering Services Contract (Terms and Conditions are included in the RFP). Within the RFP Document, the Crown sets out the project requirements, i.e., the particulars of the project itself and the broad scope of services required from the proponent. Schedule: ·Award of Consultant Contract: Start ·Complete RS 1: 20 weeks after award ·Complete RS 4: 52 weeks after award ·Construction Tender Call: 60 weeks after award ·Construction Completion: 190 weeks after award ·Warranty Period: 242 weeks after award The preliminary construction estimate for this project is $15, 000,000.00 (HST extra). There are no Security Requirements for this Request for Proposal.
