    INTRODUCTION
    Public Works and Government Services Canada (PWGSC) intends to retain a 
    Contractor to provide Construction Management Services for the project 
    as set out in this Request for Proposal (RFP). Bidders responding to 
    this RFP are requested to submit a full and complete Bid. 
    
    SCOPE OF CONTRACT 
    Public Works and Government Services Canada (PWGSC) is working on 
    conserving Province House which is located on 165 Richmond Street in Charlottetown, Prince Edward Island.    
    
    A Construction Manager (CM) will be engaged to ensure the Projectis 
    delivered on schedule, within the construction estimate, and to the 
    level of quality required for a building of this stature.  
    The work will involve building envelope repair work with a significant 
    masonry package and interior re-commissioning. Note that the site setup 
    is being completed under a separate contract. 
    
    Construction is defined as the work required to deliver a complete 
    project. The CM will be contracted to undertake the management of the construction activities required toimplement the project. 
    
    Concurrently, PWGSC has engaged a Design Consultant to prepare 
    Construction and Tender Documents, to provide tendering assistance, and 
    to provide site review services during construction.
    
    ENQUIRIES DURING THE SOLICITATION PERIOD
    Enquiries regarding this bid must be submitted in writing to the 
    Contracting Authority named on the Request for Proposal (RFP) - Page 1 
    at janine.donovans@tpsgc-pwgsc.gc.ca as early as possible within the solicitation period. Enquiries should be received no later than seven (7
    ) working days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that ti
    me may not result in an answer being provided.
    
    OPTIONAL SITE VISIT
    There will be an optional site visit on Thursday, August 10th, 2017 at 
    10:00 AM. Interested bidders are to meet at the main entrance of 165 
    Richmond St., Charlottetown, P.E.I. Interested proponents must provide 
    name(s) of those attending in writing to the Contracting Authority 
    named below no later than Tuesday, August 8th, 2017 at 4:00 pm.
    
    Although not mandatory, all contractors wishing to submit a tender for 
    this work are encouraged to attend to become familiar with all aspects 
    of the work. Bidders may be requested to sign an attendance form.  
    Bidders who do not attend or send a representative will not be given an 
    alternative appointment but they will not be precluded from submitting 
    a bid. Any clarifications or changes to the bid solicitation resulting 
    from the site visit will be included as an amendment to the bid 
    solicitation. 
    
    Safety Attire - It is mandatory that all persons attending the site 
    visit have the proper personal protection equipment (safety glasses, 
    footwear, vests and hard hats.). Contractor`s personnel/individuals who 
    do not have the proper safety attire may be denied access to the site.

    This Bid shall be submitted following a two-envelope procedure. Refer 
    to SI08 Overviewof Opening of Bids / Bid Selection and Evaluation
