Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: EQ754-171828/A Fok, Bo See Telephone No. - (416) 590-8254 Fax No. - (416) 512-5862 Email : bosee.fok@pwgsc.gc.ca Solicitation No. EQ754-171828/A, Elgin, ON - Jones Falls Locks 39 to 42 Rehabilitation SCOPE OF SERVICES: Public Works and Government Services Canada (PWGSC) on behalf of Parks Canada Agency (PCA) will engage theservices of an engineering consulting firm to undertake the rehabilitation of the locks and associated structures at the Jones Falls Locks 39 to 42 located on the Rideau Canal. The primary objective is a masonry rehabilitation of the Jones Falls Locks followingthe Standards and Guidelines for the Conservation of Historic Places in Canada to improve the condition of Locks 40, 41 and 42 while protecting their heritagevalues and character-defining elements to the extent possible and promoting visitor experience. The rehabilitation is to also include site components such as: lock gates and winches; sluice valves and winches, sluice tunnels and air vent shafts; mooring cables and scramble ladders. Also included in the repairs are: masonry stairways; railings; masonry sidewalks, basin walls downstream of Lock 39, and historic bridge abutments and embankment walls. Pedestrian safety railing installation, repair and/or replacement requirements to be developed in conjunction with Cultural Resource Management policies and safety considerations. OPTIONAL SITE VISIT: Arrangements have been made for a tour of one of the work Sites. The site visit will be held on Monday December 19th, 2016 at 11:00 a.m. at Jones Falls, Rideau Canal, 182 Lock Road, Elgin, Ontario, K0G 1E0 Proponents should dress according to outdoor weather conditions and wear safety boots or hiking shoes as well as a reflective vest as a minimum personal safety apparel. Proponents are requested to communicate with the Contracting Authority named on the RFP - Page 1 two (2) business days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Proponents may be requested to sign an attendance form. Proponents who do not attend or send a representative will not be given an alternative appointment. Proponents who do not attend will not be precluded from submitting a proposal. Any clarifications or changes to the solicitation resulting from the site visit will be included as an amendment to the solicitation. RFP DETAILS: This is a single phase selection process. Proposals will be evaluated for both technical content andprice. Theproposal rankings will be based on 90% for technical evaluation and 10% for price. Proponents responding to this RFP are requested to submit a full and complete proposal. The proposal will cover not only the qualifications, expertise, availability, experience and organization of the proposed Consultant Team, but also the detailed approach to the work,and the pricing and terms offered. A combination of the technical and price of services submissions will constitute the proposal. The selected firmwill provide a full consulting team including the required expertise.
