    DESCRIPTION:
    The Request for Standing Offer (RFSO) is to establish a Regional Individual Standing Offer for the provision of Environmental Remediation Services for the Province of Ontario Region, excluding the National Capital Region. The range of services will include but are not limited to: carrying out projects involving the remediation of contaminated sites related to the issues of contaminated water (underground or surface), contaminated soils and sediments or residual materials, designated substances and hazardous waste, and off-site disposal including labour, material, transportation, travel and equipment necessary to carry out the Remediation in an environmentally sound manner.
    
    The standing offer will be used to support the Environmental Services and Contaminated Sites Directorate in the Ontario Region.  It is Canada's intention to award up to four standing offers.  The Standing Offer period is from April 1, 2018 to March 31, 2019 with the irrevocable option to renew for 2 additional 1-year periods. 
    
    Canada anticipates a total combined value of $ 12,000,000.00 approximately, $4,000,000.00/year (HST Included). Individual call-ups will vary, up to a maximum of $1,000,000.00 (HST included).
    The RFSO will be a single submission process.  Proposals will be evaluated for both technical content and price.  The proposal rankings will be based on 70% for technical evaluation and 30% for price.  Standing Offer particulars are described in the RFSO.
    
    Offerors should be able to demonstrate successful delivery of the required services for a range of projects over the last five (5) years as described in Appendix A of the RFSO. In general, the firm and its personnel will be evaluated on the basis of their experience, demonstrated understanding of the comprehension of the scope of services, the firm's approach and methodology to providing the required services, the firms past experience, and expertise and experience of select project personnel. There is a mandatory overall pass mark of 49 points out of 70 points for the rated criteria; any offer that receives less than 60% for each of the  point rated criteria R1 - Approach and Method, R2 - Previous Projects and R-3 Personnel Expertise and Experience, will be excluded and given no further consideration.
