    Solicitation Amendment No. 002 is raised to incorporate changes to SI05 BID SECURITY REQUIREMENTS to add direct deposits and wire transfers as a form of bid security.

    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security.  A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable.

    PROJECT SCOPE OF WORK:  
    Public Works and Government Services Canada (PWGSC), Real Property Branch requires a qualified general contractor to perform the CONSTRUCTION OF A DRY CELL (DRUG LOO) AND RELATED WORK SPACES at Correctional Service Canada (CSC), Millhaven Institution, located on Ontario Highway 38, near Bath, Ontario.  
    This Work shall be in accordance with the Specifications for Project No. R.106776.001 Millhaven Institution Structured Intervention Unit - Dry Cell Relocation dated 2021-05-20 and their respective Drawings.
    The Work includes but is not limited to: demolitions of existing work spaces, construction of new spaces, procuring and installing institutional grade security doors, windows and hardware, extending electrical, plumbing, fire suppression sprinklers, and HVAC systems into new spaces, procuring and installing a “dry loo”, and extending existing security systems into the new spaces. 
    Work conditions are restrictive in that work will be delivered within in a high security penitentiary subject to worker security screening, limited access times, unforeseen interruptions, continuous security escort, and limited external communications. 
    The Work, and contractor’s associated activities will be preceded in all instances with the contractor installing and maintaining temporary security measures, safety barriers, alternative access, and Environmental Impact Mitigation Measures per legislated standards, and as specified in the Specifications and Drawings.    
    
    CONSTRUCTION TIME
    
    The Contractor must perform and complete the work 20 weeks from the date of notification of acceptance of the offer. 
    
    OPTIONAL SITE VISIT  
    
    1. There will be a site visit on Tuesday August 17, 2021 at 1:30 PM EDT at:
    CSC Millhaven Institution 
    Ontario Highway 38, near Bath, Ontario.

    Bidders must pre-register 48 hours prior to the site visit with the Contracting Officer, Cindy Marshall at Cindy.marshall@tpsgc-pwgsc.gc.ca, to confirm attendance and provide the name of the person who will attend by 1:30 PM on Friday, August 13, 2021. Bidders who do not pre-register they will not be permitted to attend the site visit.
    
    2. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. 
    
    3. NOTE: As a result of the COVID-19 pandemic, the following precautions are mandatory during the site visit:

    4. Reflective vest
    5. Non-medical masks/face covering
    6. Attendees to supply their own hand sanitizer.
    
    Site Visit Plan
    
    1. A maximum of ten (10) people including PSPC or other representatives will be permitted on this indoor, “inside-the wire” visit.  Bidders can propose up to two visitors each and when the total visitors does not exceed ten (10) a second visitor may be authorized on first come first approved basis. 
    2. Bidders will meet at Millhaven Institution, on Ontario Highway 38, near Bath, Ontario.  (Google map search 44.194921, -76.752869).
    3. Departmental Representative will take attendance.
    4. Departmental Representative will lead bidders around the site allowing bidders to view the existing conditions. 
    
    COVID-19 Precautions
    
    1. Bidder self-screening and declaration that they are not ill is required at arrival. 
    2. Observe proper hand hygiene while on site. Sanitize hands before entering a building and after exiting
    3. Wear a Non-medical masks/face covering at all times while outside of vehicle.
    4. Maintain 2m social distancing at all time.
    5. Attendance will be taken by Departmental Representative who will ask Bidders to announce their name. Departmental Representative will record attendee names / company name / contact phone number (no list will be passed around).
    6. Avoid social greetings (e.g. shaking hands).
