    Critical AHU replacement is required for the CFIA Lethbridge Laboratory, located on Township Road 9-1, 13 kilometers west of Lethbridge, Alberta Canada, on the banks of the Oldman River. The Lethbridge Laboratory is designed as an animal disease research institute and officially opened in 1988. The Laboratory is a one-story building above a crawlspace with an interstitial level and fan loft above. There are twelve (12) existing Air Handling Units that service the facility which houses approximately fifty (50) staff. The Laboratory functions as a Level 2 and Level 3 containment facility with the Level 3 containment work primarily dealing with large animals. The Laboratory is arranged as follows: 
    1.       Administration wing; entrance, lobby, reception, offices, boardroom, library
    2.       100 wing: locker rooms, shared equipment, stores, washing, autoclaves and 
    3.       200 and 300 wings: Level 2 laboratories and offices
    4.       Mechanical wing: mechanical equipment and loading dock
    5.       400 wing: Post-mortem suite, incinerators, Level 3 laboratories and small animal holding.
    6.       500 wing: large animal cubicles, Level 3 bio containment.
    The objective of this project is to replace the existing air handlers and associated equipment, with added objectives of increasing air handler redundancy, ventilation efficiency, and humidification consistency. To achieve these goals, the following activities will be performed:
    1.       Addition of duct interconnections and control dampers that will allow air handler redundancy to lab spaces.
    2.       Replacement of thirteen (13) air handlers and associated equipment and piping, including but not limited to isolation valves, control valves, heating and cooling coils, circulation pumps, and control dampers. Capacities to remain equal to existing except for one, which will be increased in capacity to serve as backup to other air handlers
    3.       Demolition of glycol run-around system.
    4.       Addition of a dedicated low-pressure steam boiler and reverse osmosis system to provide consistent source of steam to humidification coils.
    5.       Relocation of 2 air handling units outdoor air intake.
    With the intent of increasing efficiency of the ventilation system, there is the addition of electrical, instrumentation, and control requirements associated with the above-mentioned activities.
    During the construction project the building will be fully operational, which will require phasing the construction and doing certain operations that might interrupt service to the building during the weekends and/or at night. 
    
    The anticipated completion date of March 31, 2022.
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    To assist with bonding and insurance requirements, this project is estimated at a value over & above $5,000,001.

     MANDATORY SITE VISIT
    
    1. There will be a site visit on August 20, 2020. Interested bidders are to meet at:

    2. The site visit for this project is MANDATORY.  The representative of the Bidder must sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected.
    
    3. Bidders interested in participating in the site visit are required to register with the Contracting Authority in advance by email (e-mail address is alex.tikhonovitch@pwgsc-tpsgc.gc.ca) and provide names of people attending and their discipline. Maximum one person per company. The deadline for registration is August 17, 2020 at 4 PM (MDT).
    
    4. The Contracting Authority will assign each bidder a specific time slot.
    
    5. To make sure everyone gets the same information questions will not be taken or answered during the site visit. All bidder questions must be submitted to the Contracting Authority in writing and will be answered by solicitation amendment/addendum following the site visit.
    
    6. Additional restrictions include: The Bidder’s representative must not have travelled internationally in the past 14 days, must not have symptoms of COVID-19, and must respect physical distancing measures while on site.
    
    7. Additional site visits will not be scheduled.
