    Title:  EGD Penstock Gate and Cylinder Refurbishment

    Work Description: 
    Work to be performed under this Contract includes a
    refurbishment of the existing main tunnel gate and frame
    elements, refurbishment of the six penstock gates, frame
    elements, and hydraulic cylinders, and construction of a new
    auxiliary safety gate.  The site is located at the Esquimalt
    Graving Dock, 825 Admirals Road, Victoria, BC.  
    
    Site Visit:
    Contractors are strongly recommended to visit the site prior to
    submitting a tender for this work and to make inquiries or
    investigations necessary to become thoroughly acquainted with
    the site as well as the nature and extent of the work.
    
    A site visit is scheduled on December 17, 2014 at_10:30 am PST. 
    Interested contractors are to meet at the PWGSC Project Trailer
    located at 825 Admirals Road, Victoria, BC.  
    
    Interested contractors are required to provide their name(s) and
    company name(s) to Patty Liu (604) 775-6227 or
    patty.liu@pwgsc.gc.ca by December 16, 2014 3:00pm PST if you
    will be attending the site visit.  The front gate commissinaire
    will only allow access to the site if previous visitor
    information is provided and names appear on the visitor list.  
    
    Contractors are reminded that the Esquimalt Graving Dock is a
    heavy industrial site and WCB approved hard hats and safety
    footwear must be worn for the site visit.  
    
    Security Requirement:
    	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing Offer, hold a valid
    Designated Organization Screening (DOS), issued by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC).
    
    	The Contractor/Offeror personnel requiring access to sensitive
    work site(s) must EACH hold a valid RELIABILITY STATUS, granted
    or approved by CISD/PWGSC.
    	
    	Until the security screening of the Contractor personnel
    required by this Contract has been completed satisfactorily by
    the CISD, PWGSC, the Contractor personnel MAY NOT ENTER sites
    without an escort.
    
    	Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC.
    
    	The Contractor/Offeror must comply with the provisions of the:
    	(a) Security Requirements Check List and security guide (if
    applicable), attached at Annex A;
    	(b) Industrial Security Manual (Latest Edition).
    
    
    Work Sequence / Delivery Date: 
    Construct work in stages to accommodate continued use of
    premises in immediate surrounding areas.
    1.  Dry dock flooding and dewatering operations will be
    suspended during scheduled windows to facilitate work as
    indicated:
    (a)  January 5 to Febraury 5, 2015:  Main gate and Penstocks #4,
    5, 6 and watering/dewatering tunnels must be fully operational
    at the end of the workd day on February 5, 2015 for planned dry
    dock operations.
    (b)  February 9 to February 25, 2015:  Main Gate, Penstocks
    #1,2,3 and watering/dewatering tunnels must be fully operational
    at the end of the work day on February 25, 2015 for planned dry
    dock operations.
    (c)  March 13 to March 26, 2015:  Main gate, Penstocks #1
    through #6, Auxiliary Safety Gate and watering/dewatering
    tunnels must be fully operational at the end of the work day on
    March 26, 2015 for planned dry dock operations.
    
    Do not restrict use of other areas of the Graving dock by others
    due to the work of this contract until acceptable alternate
    access is provided.

    Value of Project: 
    To assist with bonding and insurance requirements, this project
    is estimated to cost between 
    $750,000.00 to $800,000.00.
    
    Firms intending to submit proposals on this project should

    from Buyandsell.gc.ca/tenders. Firms that elect to base their
    proposals on tender (solicitation) documents obtained from other
