    Title:  EGD West Perimeter Security Fence Replacement
    Location:  Esquimalt Graving Dock, Victoria, BC
    
    Work Description:
    Work under this contract includes but is not limited to the following items covered further in the contract documents:
    1.  Replacement of approximately 180m of the existing west perimeter chain link security fence at the Esquimalt Graving Dock with a new 3.048m high chain link fence with ‘Y’ top six strand barbed wire above per the contract drawings and documents.
    2.  Removal and disposal of the existing chain link fence and all associated appurtenances such as posts, post footings, fittings, caps, gates, barbed wire, including reinstatement of any disturbed ground or holes that remain after removal.
    3.  The bottom of the black epoxy coated 37.5mm (non-climb) chain link mesh to be selvedged and wire tie attached to a continuous bottom fence rail.
    4.  Fence posts to be installed in excavations in the existing ground and backfilled with concrete where existing ground conditions permit, or otherwise in holes drilled into the existing bedrock and backfilled with non-shrink cement grout.  Dimensions and materials to be per the contractdrawings and documents.
    5.  Asphalt repair is required for any existing asphalt damaged during the execution of the work.  Limits repair to be approved by Departmental Representative prior to asphalt paving.
    6.  All locations where new fence, and new post holes are to be installed are to be surveyed by ground penetrating radar (GPR) at the contractor’s expense.  All buried utility conflicts are to be marked out on the ground and a pre-drill prior to any drilling, digging or excavation activities occurring.  All GPR pavement markings and depths to be survey recorded and included with the built survey.
    7.  As Built site survey of all new work.  Refer to Appendix C EGD Standards for Survey.
    8.  All Work to be carried out within PWGSC EGD property limits.  The Contractor is responsible for locating and/or establishing the property boundary as necessary to carry out the Works.
    9.  The Contractor will remove existing fencing and construct new fencing only in a manner and quality in which demolition and new construction can be completed in a single work day.
    
    Optional Site visit:
    The site visit for this project is OPTIONAL.  Arrangements have been made for the site visit to be held on December 14, 2016 at 0930 PDST at the Esquimalt Graving Dock (EGD).  Interested Bidders are to meet at the PWGSC Project Management Office, Building NS31, Esquimalt Graving Dock, located at 825 Admirals Road, Victoria, BC.
    
    The front gate commissionaire will only allow access to the site if previous visitor information is provided and names appear on the visitor list.
    
    Bidders are reminded that the Esquimalt Graving Dock is a heavy industrial site and WCB approved hard hats, hi-visibility vests and safety footwear must be worn for the site visit.
    
    Bidders are responsible for making their own travel arrangements.

    Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment/addendum. 
    Industrial Security Related Requirements
    1. At bid closing, the Bidder must holda valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.
    2. The Successful Bidder's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement as indicated in section SC01 of the Supplementary Conditions. Individuals who do not have the required level of security will not be allowed on site. It is the responsibility of the successful bidder to ensure that the security requirements are met throughout the performance of the contract. Canada will not be held liable oraccountable for any delays or additional costs associated with the successful bidder's non-compliance with the mandatory security requirement.

    To assist with bonding and insurance requirements, this project is estimated to cost between $95,000.00 to $100,000.00.
