    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday, from 10:30 am to 2:30 pm (Pacific Time).
    
    Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by e-mailing a request to the address indicated in the Invitation to Tender.

    SI05 Bid Security Requirements. A scanned copy of a bond does not constitute a digital bond. Submitting copies (non-original, non-verifiable or scanned copy) of signed and sealed bid bond are not acceptable. Non-compliant bids will be given no further consideration.     Work Description:
    Work under this Contract comprises construction at the Matsqui Institution in Abbotsford, BC. Work to be performed under this Contract includes, but is not limited to, the following items covered further in the Contract documents:
    -Submit Traffic Management Plan to Departmental Representative for review prior to mobilizing to site. Arrange for satisfactory clearance from CSC for all workers on site in advance.
    -Pre-locate existing utilities by vactor.
    -Install 200mm diameter piping complete with clear crush gravel surround and trench backfill, and manholes.
    -Install 100mm diameter services from M2C building to 200mm diameter sanitary main complete with inspection chambers at tie-in locations to existing services outside of each cell pair.
    - Seal off abandoned services in existing 200mm diameter sanitary sewer from within the sewer.
    -Complete CCTV inspection of all constructed sanitary sewer works following construction.
    -Remove existing stacked rock retaining wall and replace with two layer lock block wall.
    -Complete site restorations including asphalt paving along access roadway and near security gates and restoration of grassed areas to equal or better condition.
    -Provide the Department Representative with all test reports and final documentation.
    
    The work will occur within the secure area of the Matsqui Institution inside and around the courtyard of the M2C building.
    
    Bidder's Conference and Site Visit: 
    
    An optional virtual bidder’s conference will be scheduled on Tuesday, March 23rd, 2021 at 10:00 am PDST followed by an optional site visit scheduled on the same afternoon at 1:00pm PDST at the Matsqui Insitution, located at 33344 King Road, Abbotsford, BC.  
    
    Bidders who are interested in the site visit would need to provide their full legal name as shown on their valid government identification to the Contracting Authority by 1:00 pm the day before the site meeting so a gate pass can be prepared for access to Matsqui Institution.
    
    The details for logging in to the bidder’s conference will be made available to all bidders who express an interest in attending. The representative of the Bidder must pre-register with the Contracting Authority before 1:00 pm on Monday, March 22, 2021 for the optional virtual bidder’s conference and the optional site visit.     A maximum of two (2) representatives per bidder will be permitted to examine the site. 
    
    Instructions: 
    -WCB approved hard hats and safety footwear must be worn for the site visit.
    -Bidders must follow Worksafe BC site inspection procedures
    
    COVID Protocol: Masks will be provided to the attendees of the site visit and are required to be worn at all times.
    
    Contractors shall follow COVID-19 procedures in accordance with National Construction Safety Associations COVID-19 Standardized Protocols https://www.cca-acc.com/wp-content/uploads/2020/06/CCA-COVID-19-Standardized-Protocols-for-All-Canadian-Construction-Sites-05-26-20.pdf which was published in May 2020. Furthermore, contractors will need to address PPE and hygiene issues as per Worksafe BC regulations, and Provincial guidelines.
    
    
    Delivery Date: 
    The Contractor shall perform and complete the work within eight (8) weeks of Contract Award.
    
    Value of Project: 
    To assist with insurance and bonding requirements, this project is estimated to cost between $100,001 to $500,000.
