    Work Description:
    
    Work to be performed under this Contract includes, but is not limited to, the following items covered further in the Contract documents:
    1. Line painting for a pedestrian walkway, continuing from the existing end of painting west of Lot B1.
    2. Subsurface work including rock removal, minor grading, and installation of crushed gravel base and subbase layers.
    3. Paving and widening of the drive aisle near a minor park area.
    4. Installation of new street lights and lighting ducts.
    5. Construction of a concrete staircase leading from the drive aisle to the Seaspan/VSL Purchasing Office (approximately 3.5m elevation difference).
    6. Extension of a walkway along this alignment.
    
    SITE VISIT:
    Mandatory Site Visit
    
    1. The site visit for this project is MANDATORY. The representative of the Bidder must attend the site visit and sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected and declared NON-RESPONSIVE.
    
    2. There will be a mandatory site visit on November 3, 2020 at 10:00 am, local time. 
    
    3. Interested Bidders are to meet at the parking lot B, Esquimalt Graving Dock, located at 825 Admirals Road, Victoria, BC. The front gate Commissionaire will only allow access to the site if previous visitor information is provided and names appear on the visitor list.
    Refer to Visitor Map for how to reach parking lot B.
    
    4. One (1) representative per bidder will be permitted to examine the site. Contractors attending the site visit may be required to show one (1) piece of government issued ID, such as a Driver’s License. Prior to submitting a bid for this work, the representative of the Bidder are required to visit the site to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    5. Instructions: Bidders are reminded that the Esquimalt Graving Dock is a heavy industrial site and WCB approved hard hats and safety footwear must be worn for the site visit.
    
    6. COVID Protocol: Masks must be brought to the site visit and are required to be worn when a distance of 2 meters cannot be maintained between people. Bidder’s representative must complete COVID-19 pre-screening form and submit it to the Contracting Authority, Kipp Sezginalp at kipp.sezginalp@pwgsc-tpsgc.gc.ca and email address identified on the form no later than 72 hours prior to the visit.  Interested bidders are recommended to communicate with the Contracting Authority to confirm attendance but if not, COVID-19 form will be used to create Commissionaire’s visitors list. 
    
    COVID-19 pre-screening form cannot be filled out at site.  Bidders who do not follow the above protocol and show up for the site visit unannounced will be denied entry, without exception. 
    
    7. Bidders are responsible for making their own travel arrangements.
    
    THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT
    1. At bid closing, the Bidder must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.
    2. The successful Bidder's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement as indicated in section SC01 of the Supplementary Conditions. Individuals who do not have the required level of security will not be allowed on site. It is the responsibility of the successful Bidder to ensure that the security requirements are met throughout the performance of the contract. Canada will not be held liable or accountable for any delays or additional costs associated with the successful Bidder's non-compliance with the mandatory security requirement.

    The Contractor must perform and complete the Work within (14) weeks from the date of notification of acceptance of the offer. 
    
    Value of Project:
    
    To assist with bonding and insurance requirements, this project is estimated to cost $100,001 to $500,000.
