IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday, from 10:30 am to 2:30 pm (Pacific Daylight Time). Suppliers are recommended to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Work Description: Work to be performed under the Contract includes, but is not limited to the excavation and disposal of approximately 620 Tonnes of metals contaminated soil from a Site at CFAD Rocky Point in Metchosin, BC. The following items provide a general outline of the work to be completed: Work to be performed under the Contract includes, but is not limited to, the following: 1) Construction Site is located on land owned by the Department of National Defence. 2) Work includes tree removal and excavation of contaminated soil within a forested area near the marine environment. 3) Contaminated Soil is present with the following classes of Soil based on Environmental Quality Criteria are: • Hazardous Waste Soil exhibiting elevated concentrations of metals that exceed the Hazardous waste Regulation • Soil with IL+ metals Concentrations 4) Soil classification is based on in situ testing; ex situ testing may be required as directed by the Departmental Representative. 5) Excavation of Contaminated Soil. Contractor solely responsible for excavating to Contaminated Material Limits as shown. 6) Transportation of Contaminated Soil to appropriately permitted disposal and/or treatment facilities. 7) Treatment of Contaminated Soil at Contractor’s discretion and approval by the Departmental Representative. 8) Disposal of Contaminated Soil. All material must be disposed of at a Disposal Facility, including material that has been treated. 9) Backfilling excavation areas with clean imported material. 10) Restoration of disturbed areas, tree replanting, etc. 11) Removal, transport, and disposal of non-contaminated material (concrete, metal, ect) at an approved facility. Work will be performed in accordance with the contract schedules within the scope of work. INDUSTRIAL SECURITY REQUIREMENT: SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE No. R-112349 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). 2. The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. 4. The Contractor/Offeror must comply with the provisions of the: a) Security Requirements Check List and security guide (if applicable), attached at Annex A; b) Contract Security Manual (Latest Edition). Mandatory Bidders Conference: There will be a MANDATORY bidders teleconference scheduled on Thursday, September 23, 2021 at 9:00am PDT. You may attend either by phone (audio) or by computer (audio and/or video), though we recommend you take advantage of the video as we will present visuals. The details for logging in to this teleconference meeting will be made available to all bidders who express an interest in attending by contacting the Contracting Authority before 3:00 pm PDT on September 22, 2021.
