    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Tuesday, Wednesday and Thursday only from 8:00 am to 4:00 pm. Bidders must not submit hard-copy bids outside of these times.
    
    Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by e-mailing a request to the address indicated in the Invitation to Tender.  
    Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary.

    Work Description:
    Work of this Contract comprises removal and construction of Capstans #1 South and #2 South, located at the Esquimalt Graving Dock (EGD); and further identified as “the work”.  Refer to drawings and specifications for complete scope of work:
    
    1. Removal of existing capstans and associated equipment. 
    2. Installation of new electric capstans with VFD. 
    3. Electrical power and communications to the new capstans and VFD. 
    4. Lighting within the pit with GFI protected service outlet. 
    5. Upgrade ventilation to add a fan and heater for forced ventilation. 
    6. Upgrade access covers and hatch. 
    7. Civil/structural upgrades. 
    
    The work is located at the Esquimalt Graving Dock (EGD) 825 Admirals Road, Victoria, BC.
    
    
    Optional Site Visit: 
    
    Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    There will be an optional site visit on Tuesday December 21st 10:00 AM PST to 11:00 AM PST at Capstan #1 South and #2 South at the Esquimalt Graving Dock (EDG) 825 Admirals Roads, Victoria, B.C.
    
    Interested Bidders are to meet at the parking lot D, Esquimalt Graving Dock, located at 825 Admirals Road, Victoria, BC. The front gate Commissionaire will only allow access to the site if previous visitor information is provided and names appear on the visitor list.
    
    One (1) representative per bidder will be permitted to examine the site. Contractors attending the site visit may be required to show one (1) piece of government issued ID, such as a Driver’s License. 
    Instructions: Bidders are reminded that the Esquimalt Graving Dock is a heavy industrial site and WCB approved hard hats and safety footwear must be worn for the site visit.
    COVID Protocol: Masks must be brought to the site visit and are required to be worn when a distance of 2 meters cannot be maintained between people. Travel to and from the site is at the Bidder’s own expense and risk. Bidders are responsible for familiarizing themselves and complying with public health protocols in effect for COVID-19, including travel restrictions.
    
    This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19 with a Health Canada-approved COVID-19 vaccine(s), or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada.
    
    
    Bidders must communicate with the Contracting Authority no later than December 15, 2021 at 9:30  am. local time to confirm attendance and provide the name(s) of the person(s) who will attend. Attendance of the site visit will be limited to one visitor per organization. Bidders must also complete and submit the COVID-19 Vaccination Requirement Certification found in the solicitation.
    
    INDUSTRIAL SECURITY RELATED REQUIREMENTS
    
    Before award of a contract, the following conditions must be met:
    
    (a) the Proponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1;
    
    (b) the Proponent's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Supplementary Conditions SC1;
    
    (c) the Proponent must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites.;
    
    2. Proponents are reminded to obtain the required security clearance promptly. Any delay in the award of a contract to allow the successful Proponent to obtain the required clearance will be at the entire discretion of the Contracting Authority.

    Delivery Date: 
    The Contractor shall perform and complete the work within forty-two (42) weeks of Contract Award. Coordinate disassembly and removal of existing capstans with docking schedule and no earlier than May 20, 2022. New capstans to be fully functional no later than August 5, 2022.
    
    Value of Project: 
    To assist with insurance and bonding requirements, this project is estimated to cost between $500,001 to $1,000,000.
