Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary. -------------------------------- Stony Mountain, Manitoba, Stony Mountain Institution, C12 Powerhouse Structural Repair Work under this Contract will include, but is not limited to, the following: structural repairs of the existing powerhouse coal vault storage located at Building C12 within the Stony Mountain Institution (SMI); the project includes bracing the vault foundation wall, infilling the vault area, reinforcing the existing main-floor slab under the electrical room and replacing the garage floor area slab; an area of the main-floor outside of the vault area will require slab soffit and beam pressure grouting repairs; as more fully described in the Drawings and Specification. Stony Mountain Institution is a federally owned and operated multi-security facility located in Stony Mountain, Manitoba, holding approximately 750 inmates, and approximately 500 Correctional Services Canada staff who maintain and operate the Institution, as well as provide services to the inmates. Amongst many buildings within this site, the C12 Power House was constructed in 1962 and is a key facility in the operation of the Stony Mountain Institution providing essential power, heat, and fire protection services. Previously completed structural assessments of the building have identified the need for immediate structural repairs, primarily in the area of the Train Receiving Area and Coal Hoppers (Gridlines E to H, and 3 to 14), as well as repairs to the beams under the main floor boilers (near Gridline 12). In 2019 Crosier Kilgour and Partners (The Consultant), was retained by Public Services and Procurement Canada to confirm structural conditions in the areas of immediate need of repair, prepare Construction Documents for the proposed repairs, and provide Tender and Construction Administrative support services. The proposed repair by The Consultant includes the fabrication and installation of structural steel bracing, supply and placement of stabilized fill, supply and placement of reinforced concrete, and structural repairs via pressure grouting. Construction must be sequenced and planned in an effective manner to ensure no disruption to services are encountered to the Institution. Construction site safety and construction methodology must be considered at the utmost importance, as the areas of work are directly below the Institutions main electrical distribution system. Disruption to this main electrical distribution system due to construction methodology neglect could lead to immediate displacement of approximately 750 inmates, as well as Stony Mountain Institution staff. OPTIONAL SITE VISIT Optional site visits can be booked for Wednesday, October 7, 2020, in one hour time slots, between the hours of 7:30 and 15:00 CDT. Interested firms will be booked in groups of a maximum of five people, and only one representative per firm will be permitted to join the group. Interested firms are required to contact the Contracting Authority in advance by email (e-mail address is: dan.mcruer@pwgsc-tpsgc.gc.ca) to book a site visit. The Contracting Authority will assign each firm a specific time slot. The deadline for contacting the Contracting Authority is October 5th, 2020, at 14:00 CDT. Firms who contact the Contracting Authority after this date and time may not be able to book a site visit. Due to COVID-19, social distancing and wearing a self-supplied mask will be mandatory during the site visit. To assist with bonding and insurance requirements, the estimated cost for this opportunity is within the following category: $750,000 to $1,000,000.
